February 2010, Shanghai Health and Family Planning Commission launched a file:The implementation approach of resident standardized training in Shanghai(Trial),which provisions from 2010 onwards, clinical medical graduates before entering the medical and health units in Shanghai, must undergo three years of residency training phase. As a pilot pioneer, Shanghai Health and Family Planning Commission made much innovation and standardization set from personnel access, training base construction, teacher training, assessment and evaluation, and other aspects. After five years of practice, it has formed a set of relatively mature and standardized training model of resident. However, in the current situation of research and evaluation of the stage, the training of resident doctors still has a big difference in the quality of training. It also has little improvement and development in the ability of clinical practice or scientific research. So, further optimize the standardized training model of residents in Shanghai, to solve the existing problems with a certain social significance.In this paper, we start from reality of standardized training of resident in Shanghai, and transform the practice of medical education into a talent training model to study. Through the comparison of current situation, the Chinese and the United States, and the comparison of different provinces, this study puts forward the optimization suggestion of the standardized training pattern of resident physicians, and the implementation of the system and the evaluation results of the system. This article mainly uses the method of questionnaire, literature analysis and comparative analysis to study the theory and the theory of public goods. This paper is divided into four parts: the first part is the introduction, which mainly introduces the background, purpose and significance of the research on the standardization training mode of Shanghai residents and the domestic and foreign research situation, theoretical basis and research methods. The second part is the history and concept, including the first chapter of the development process of the Shanghai residents. From 1999 before is the "unit person" training mode, then transition between 1999 and 2009, and after 2009 a standardized training model of resident doctors in the nature of the "social person". The third part is the present situation and the comparative analysis, including the fourth chapter and the fifth chapter. Through the analysis and research, the current Shanghai city resident standardized training system in the clinical ability assessment, training quality differences, the students return to the property, continue to education and other aspects of the need to further improve and enhance. The fourth part is the sixth chapter, from the perspective of personnel training mode to propose optimization suggestions, in order to cultivate the target, training system, training process and assessment of four aspects as the basis for optimizing the structure, so as to enhance the applicability and practical effect of the current model, and from the perspective of public health services to improve the health of the medical resources of the current predicament.The innovation point of this paper is that the combination of personnel training mode research and public product theory, the use of management, education means combined with economic theory to optimize the construction of public health policy, the formation of a more perfect training mode of hospital doctors, the research results have a high social significance.
