The public health system in rural area has significant meaning to famers. On one hand, it provides corresponding health service to farmers. On the other hand, it serves as the principal part of healthcare and medical development in countryside. However, the non-equalization phenomenon between urban and rural area, and across different regions still occurs while the government promoting the construction of healthcare system. Due to those distinctive differences, residents from less developed rural areas can not enjoy the full benefits of public health service, which may have a negative impact on perceived fairness and social stability from long-term perspective.This study analyzed the equalization of public health service conceptually, explored the major theories and practices in public healthcare from different countries, and examined the healthcare system in rural area systematically. Take G County, Liaocheng City, Shandong Province as an example, the author took different approaches to investigate the healthcare system in rural area, following the guideline of new public administration and human resource management principles. First, this study synthesized the progress made on healthcare by G County. For instance, the improvement of healthcare organization,the advance of medical instrument, and the professionalism of medical personnel. Second,this study analyzed the fundamental situation of the healthcare system in rural area, mainly focused on the issue of medical instrument, medical personnel professionalism, and operation model. Third, this study discussed the major problems of the healthcare system in rural area. For example, the low quality of medical personnel, the ambiguity of responsibilities due to disorganization, the lag of medical instrument, the lack of operating funds among hospitals in towns and villages, and the unfair treatment of medical personnel in rural area. In addition, the author explored the reasons behind: government failed to position the healthcare system in rural area properly, and did not provide sufficient support in funding and policy. Finally, this study proposed solutions, which includes: clarify the purpose of healthcare system in rural area, plan the healthcare system properly, improvethe training of medical personnel, provide funding support, and strengthen the benefits of healthcare organizations.
