Objective:(1)Analysis maternal and child health care institutions at county and district levels operational efficiency. Discuss the problems existing in development, to cause concerns from country and society, and strengthen the support and help of the grass roots women and children health care.(2)Through the study of resource allocation and health service, to Summarize the existing development issues of maternal and child health care institution of county and district levels, and put forward development proposals. Provide reference for the scientific development of the MCH institutions in China, in order to promote the healthy development of MCH at the primary level, promote the construction of the public health system at the basic level.Methods:Maternal and child health care institution of county and district levels in China is the object of study..Date is collected through “National Management Information Web-based Reporting System of Woman and Children Health Facilities ”. Use Excel 2007 to classify the data. Use Spss18.0 software to statistical analyses. Use Max5.0 software to analyze operational efficiency based on the CCR model and the BCC model in the DEA analysis method.Results:(1)The overall operational efficiency of maternal and child health care institutions in the present stage of our country is low, technology level is low and development scale is small. The technical efficiency score of 3.8% inpatient health-care institutions are effective. Technical efficiency score and pure technical efficiency score of 70% institutions are in the range of 0.2 to 0.6. 65.95% institutions are in the stage of increasing scale efficiency. Nearly 60% of non-residential services in institutions comprehensive technical efficiency value is at a low level(0~0.2).94.80% institutions are in the stage of increasing scale efficiency.(2)Investment of health resources is inadequate and allocation of resources is irrational. The inpatient health-care institutions are considerably below strength, the proportion is 42.83%. Health professionals in maternal and child health posts accounted for 17%, public health posts accounted for 4%. Among them, college and below college accounted for nearly 70%, primary titles accounted for about 50%. Less than 50 thousand of the total number of staff engaged in health services. here are 106 institutions without health professionals obtained the "maternal and child health care technology assessment". Health professionals participate in continuing education for more than a month of institutions with an average are about 9 people. About 75% institutions have less than 10 common equipment.About 30% institutions of health technical personnel and the equipment ratio is less than 1. Rental business with the housing area is greater than the total area of 50% of the number of institutions is 296. The dangerous area of more than 50% of the total area is 117 to the number of institutions.(3)The development of health care is uneven, maternal and child health service ability is insufficient. 48.87% inpatient health-care institutions don not provide group health care service. 130 institutions are without any medical and health care services. The medical and health development is not balanced, the development of individual health care and population health is not balanced. 8.05% of the institutions have no women's health care services. The basic health services can not be universal. The capacity of routine health care service is inadequate.Conclusions:At present, the overall operational efficiency of maternal and child health care institution of county and district levels is low. The results of the review are in the low level. The development direction is in polarized distribution.The basic reasons of the problem are: misunderstood the functions of the positioning; the allocation of resource is not rational; The maternal and child health services are in low level. At present, the development proposals for the MCH institutions at county and district levels are: Improve the social awareness of the importance, increase the resources and financial investment scientifically. Balanced the development of clinical care and health care Clinical care; Balanced the development of women health and child health; Balanced the development of individual health and population health. Ensure universal basic health services of the project; Extend regular health care services. Improve the overall level of maternal and child health care service.
