Research On The Construction Of Public Sanitation Security Cooperation Mechanism In East Asia

After the Cold War, with the promotion of world economic globalization, the world economy flourishing and the large-scale movement of persons and goods, inerdependencd among countries deepen. Meanwhile, non-traditional security issues rise, especially for the public sanitation security, which is related to human health and fate, becomes one of the most serious problems to be solved urgently.For the above problems,the paper which is based on East Asia,examine the history and present situation of public sanitation security cooperation,analyze the restrictive factors,and put forward the specific measures in respects of subject,main content,system and mechanism under the new Asian security concept framework.The first chapter chooses SARS and avian influenza as the timeline, examines public sanitation security cooperation historical course in East Asia. Concludes that the present situation represent international conference, information system, and specific emergency measures. The problems involve protracted nature, coordination and specifity.The second chapter discusses the restrictive factors in respects of political, economic and cultural three levels. Political factors involve: leadership contention of East Asia, crisis model under the power structure, extraterritorial factors; Economic factors: economic backwardness and difference, public sanitation fund inequacy, financing platform vacancy; C ultural factors: Lack of cooperation consciousness, loss of cultural identity and absence of unified values.The third chapter is about the construcion of cooperation mechanism,based on the New Asian Security Concept, on the political level, set up organization and strengthen legislation, on the economic level, set up the foundation for disease control and prevention in East Asia, and take information, technical and medical measures, and have multilateral cooperation. And by way of evaluation about China’s comprehensive strength and strategic positioning, set C hina ’ s role as the pusher of the 10+3 mechanism. C hina should push the multilateral cooperation, coordinate domestic health system construction and other foreign policy, build the new power relations, make the cooperation conceptual. In the end, estimate economic, politic al and human and other costs, and evaluate material benefits and non-material benefits.Public sanitation security cooperation mechanism in East Asia includes three steps: loose association cooperation-close association cooperation-regional organisation. China will play the leading role. The cooperation depends on regional economic integration in East Asia.
