Research purposesThrough literature review, questionnaires, empirical research methods, in-depth investigation and analysis on Harbin community health service performance appraisal situation. By this study, analyzing the current performance appraisal of Harbin community health service agencies, research performance appraisal process problems and challenges, the survey of Community Health Service medical services in the performance aspect of the present study focuses, depthly explore Chinese medicine in the public health service system in the role and advantages. And propose targeted measures and recommendations based on the results of research and analysis, and to provide a basis for performance evaluation of community health services in Harbin, and provide ideas and methods can be utilized for research.Comparative study of literature, to understand the status of community health service performance evaluation at home and abroad. By random sampling, selected Xiangfang District, Daoli District with a total of 14 community health service centers questionnaires from Harbin, mainly related to health services, the performance appraisal, the personnel structure and satisfaction situation. Random intercept method, had received community health services residents questionnaire. Descriptive and inferential statistical analysis of survey data.Research resultThe survey of 14 community health service centers, the average housing area are 1541 square meters,12 of total has an independent Chinese medicine clinic, a total of 467 people in the post. Among them, the residents was 83.3% overall satisfaction, employee satisfaction rate was 53.7%. Performance appraisal results,14 community health service centers to reach a total of four excellent level, eight reached the required level, the two failed to reach an acceptable level. Residents choose to accept community medicine services, primarily due to past experiences with Chinese medicine doctor whether to accept the first two aspects affect community health services.Conclusion and suggestionCommunity health service centers in fixed assets, the situation is better able to meet the required standard of performance appraisal, and small differences between the centers. Staffing, inadequate staffing presence in most centers the number of employee satisfaction in lower case. For public health services, the majority of the central problems in the management of chronic diseases, but there are also some communities of Chinese medicine is difficult to integrate health education process. Basic health services, annual per capita amount less patient, less service efficiency. In Chinese medicine community health services, quality of service polarization serious, some communities can not provide qualified Chinese medicine community health services.It recommends that the Government and relevant departments to do a good job overall co-ordination of community health service development, the rational allocation of health resources; enhance primary care provider satisfaction, excellent absorption of medical personnel; the rational development of Chinese medicine community health services in the community to promote its residents establish reasonable community health service image.
