Is the health for the purpose of prevention as the center, the sky (natural) land (social) people (physical and psychological) as the focus of the overall concept of traditional Chinese medicine health management culture. The contemporary health service combination, formed to cover the whole life cycle, rich in content, reasonable structure of "rule without disease" health service system, in line with China’s basic social services for low input, high efficiency, low cost, wide coverage of the principles. This paper uses normative analysis, literature analysis, case analysis and other research methods, under the guidance of preventive treatment of disease of TCM theory, taking the prevention of disease and health management as the breakthrough point, reference learning from the experts and scholars to study the theory of preventive treatment of disease and the health service system, with the actual development of our country and under the guidance of macrography policy, seek to open innovation, try to solve the existing problems and put forward suggestions and Countermeasures for development. This paper starts from the domestic and foreign development situation of preventive treatment of disease and then analyze the preventive treatment of disease health service which supply and demand situation and the policy measures of promoting the service.
