BackgroundWith the rapid increase of AIDS incidence in recent years, the migration of population and the high prevalence of AIDS in certain groups, the epidemic of AIDS became more and more complicated. With the situation getting worse, there were much more difficulties in the prevention and control of AIDS. Currently, the main concern in the comprehensive control of ADIS in Shijingshan District remained as follows:the work module could adapt the changing situation constantly or not; the optimistic effects could last or not; the measures could be executed thoroughly or not. In our research, the prevalence of HIV and AIDS patients, the current work on the control of AIDS were explored, which was important to find an effective work module, to promote the quality of work, to execute the measures adopted and control the AIDS theoretically and practically.SubjectsTo know the current HIV/AIDS epidemic situation and the management work; to know the potential obstacles in the control and prevention of AIDS in Shijingshan district; to explore the effective management module in the comprehensive control and prevention of AIDS in Shijingshan district.MethodsInterviews were used in the qualitative investigation. To understand the current situation, workflow, obstacles and feedbacks of medical servicer for HIV/ADIS patients, Staffs in public health departments, CDCs, hospitals, community health service centers and social groups, along with volunteers, HIV/AIDS were recruited into face-to-face interviews according to the same outlines made before.The standard "Questionnaire on the information of HIV/ADIS patients in Shijingshan district" was adopted in the quantitative investigation. Face-to-face investigations were used. The main contents included:the diagnosis information (diagnosed agency awareness, VCT awareness and service satisfaction, communication channels); behavioral situation (sex, drug use, needle sharing, etc.); medical follow-demand (follow-agency awareness, CD4 detection awareness, service satisfaction, etc.); clinical treatment needs (antiretroviral therapy awareness and service satisfaction, etc.).ResultsThe total number of HIV/ADIS petients in Shijingshan district was 328 at the end of 2014. This study investigate HIV/AIDS a total of 260 people, with an average age of 32.04±9.54 years. Most of the subjects with HIV were young adults, male and non-residents. The main route of transmission was sex between men. The education background was mainly postgraduate and undergraduate with a relatively high income. The first diagnosis, tests on CD4+T cells, follow-up and treatments were in CDCs with a relatively high satisfaction. The rate of awareness among HIV/ADIS patients knowing diagnosis,follow-up and anti-viral therapy could be conducted in medical institutions was high, but the satisfaction with medical services was not high. The participation of community health service centers and NGOs was somewhat lacking. In Shijingshan District, the prevention and control work for HIV/ADIS was not smoothly, and the degree of social sectors’ participation was not enough.ConclusionThe incidence and prevalence of AIDS in Shijingshan district increased recently. Most of the management work was done by CDCs. Carries and patients were satisfactory with CDCs but not with hospitals. Cooperation were needed between different departments. There was a lack of disseminations, professional staffs, public funding, enthusiasm and incentive mechanism. Therefore, according to the principle of the port forward, the HIV/ADIS prevention and treatment service in Shijingshan District should give full play to the role of community service centers and NGOs and medical institutions, detect and manage the reservoir of infection by making full use of medical institutions, community service centers and NGO’s regular meeting system, establish wide coverage, fast and accurate, responsive surveillance system, take a one-stop service, and establish "four in one "modern comprehensive prevention and treatment system.
