More and more measures are put forward to improve the hospital accounting system.On the one hand,it is necessary to change the old traditional practice of "tonifying medicine with medicine";on the other hand,hospitals need to give full play to their subjective initiative,highlight their main functions,create a harmonious and harmonious medical atmosphere from the overall perspective,maintain a scientific and appropriate medical order,and fundamentally solve the problem of "difficult and expensive to see a doctor" for ordinary people.In order to comply with the development of the times,the comprehensive implementation of refined budget management in the hospital can not only effectively allocate the resources of the hospital,but also point out a new way to improve the efficiency of the hospital.At the same time,the implementation of comprehensive budget management can not only meet the specific requirements of hospital internal risk control,but also actively respond to the specific embodiment of the national medical system reform,and finally the internal requirements of the government accounting system reform.Through the implementation of fine management,the implementation of the comprehensive budget management system,effectively enhance the internal control of the hospital,and further enhance the external market competitiveness of the hospital.This article discusses f hospital as a case,using the theory of refined management,analyzes the current situation of hospital comprehensive budget management,expounds the existing problems of budget management in the current state of the hospital,and deeply analyzes the root causes of the problems.From the perspective of F hospital’s budget management system,there are the following problems: 1.There are defects in the budget management organization system;2.The budget preparation is too simple;3.The implementation and control scope of the budget have not achieved the expected effect;4.The evaluation results and rewards and punishments have not been publicized.The main reasons for these deficiencies are: 1.The budget management system has the situation of "no orders";2.There is no clear goal;3.The concept of budget management is not deeply rooted in the hearts of the people;4.The supervision system of budget management is weakened;5.The informatization degree of budget management is low,and so on.Based on the analysis of the problems and causes of hospital budget management,this paper puts forward corresponding measures and ideas for the comprehensive implementation of refined budget management in F hospital,and carries out fine optimization in the following five aspects: organization system,target system,preparation system,implementation and control system,examination,evaluation,reward and punishment system.In order to ensure that f hospital can smoothly implement the comprehensive and refined budget management system,the corresponding safeguard measures are also prepared.The above opinions and suggestions can promote the scientific,reasonable and complete refinement of the hospital’s comprehensive budget management,and enable the hospital to have higher flexibility and stronger operability in the process of comprehensive budget management.
