Objective:Under the background of current serious shortage of pediatric health resources and New-Health-Reformation, on the basis of former baseline survey of "Network Guidance Hospital" Project carried by a regional first-class pediatric hospital, through a systematic review and survey on needs and expectations of member hospitals for further cooperation, to propose and evaluate its feasibility of a pediatric alliance framework with "Hospital-department" cooperation model so as to improve the pediatric service in member hospitals even in the region forming characteristic pediatric specialties in member hospitals and providing government with a theoretical support for establishing a scientific medical alliance which is also in accord with regional pediatric development. Methods:the combination of quantitative and qualitative research methods was implemented, including literature systematic review, specialists’ interview, questionnaire and statistical analysis. Reviewing the main problems in the course of collectivizing public medical institutions by literature systematic review, was to determine the questionnaire items on the basis of literature systematic review and specialists interview while comprehensive analysis for the pediatric status and plan of suppliers and demanders was to bring up a framework of regional pediatric alliance through questionnaire survey answered by member hospitals. Results:(1) Alliance Framework:On the premise of governmental domination and the cooperation mode of horizontal and vertical interconnection, as a core of first-class pediatric hospitals in this region the regional second-class hospitals of pediatric departments were allied for improving regional pediatric ability, enhancing pediatric service productivity and efficiency and building the "Hospital-department" alliance with the aiming of benefits and efficiency. (2) Feasibility and Predication of Framework:Under the conditions of governmental policy and finance supporting and the regional massive needs from the pediatric market, the favorable radiating capacity of core hospitals with excellent pediatric medical resources, the creative cooperation mode of "Hospital-department" and the cooperation and competition of member hospitals were able to relieve the medical pressure of core hospitals, to improve pediatric service ability and economic benefit, to enhance hospitalizing quality of regional patients and to ease the problem of "Hard to seek for medical care". (3) Limitations and Prospects:due to the alliance mode implementing the contract-allied mode, unclear definition for benefits allocation could be the major factor hindering the alliance operation. Therefore, it was indispensable that the stakeholder theory and dynamic balanced viewpoints should be applied to alliance management and exploring the most suitable "Hospital-department" cooperation mode should be executed, as would improve pediatric service ability and lead the pediatric medical resources to be shared by lower-class hospitals and be at the maximum of playing the scale effect for winning more pediatric medical markets. Conclusion:In general, for better guarantying the consistent development of pediatric alliance and achieve a win-win situation in alliance, to satisfy the balanced and acceptable benefits of stakeholders as government, core member hospitals, member hospitals and patients, attention is needed, as could prompt the hospital alliance to develop healthily.
