The pharmaceutical excessive price caused by the big gap between ex-manufacture pharmaceutical price and wholesale price in China is one of the key problems that have been increasingly focused on by the public. In order to constrain the rapid growth of unreasonable health expenditures and reduce patients’ financial burdens of pharmaceutical consumption, Although these measures have prevented pharmaceutical price from further going up in some extent, the problem of the pharmaceutical excessive price has not been entirely solved.This paper analyzes the special nature of the pharmaceutical industry market relations and market failures, to clarify the pharmaceutical industry is prone to market failure, the need for government to regulate; and specific analysis of national governments to control drug prices motive; the next will be the main price control policy analysis and comparison, a detailed discussion of the characteristics of the various control policies, as well as the advantages and disadvantages of each applicable range; and then introduced in Harbin drug price control policy, and to assess the effects of policies Harbin drug prices through empirical investigation; final analysis Harbin drug price control policy reasons for the failure, and put forward a sound proposal Harbin drug price control policy.The study found that most countries have to take steps to regulate drug prices; each has specific regulatory policy conditions and the defect, there is no single country in its application to various regulatory policies; Harbin City Drug price control policy from overall the failure; in one premise medicine can effectively control drug prices.
