In the current, the unreasonably high of drug price is prominent issues that located in the terminal of medical and health system reform. The unreasonably high of drug price refers to drug price does not follow the law of value and the normal relationship between supply and demand, significantly higher than the drug production cost plus a reasonable profit and the basic circulation costs, prices are too high, far from the value.In the era of the planned economy, our country has planted the seeds of high price of drug, but was not obvious, In the ninety’s of twentieth Century, along with market economy appears gradually, become an important problem that need to solve in the medical and health cause. Through the investigation, we found that the unreasonably high of drug price in our country in current has the following expression:(1) the high-priced drugs expulse the low-priced medicine.(2) the old medicine through make only superficial changes to packaging, obtain high profits.(3) the structure of patients drug use is unreasonable, the doctor prefer to expensive drugs.(4) the drug circulation is excessive, the prices are increasing gradually with the level. The unreasonably high of drug price disrupting the order of drug market, destroyed the environment of fair competition, made doctor-patient relationship deteriorated, aggravate the burden of people, caused great harm to the whole society. Through analysis and research, I think the reason of the unreasonably high of drug price mainly has following several aspects:(1) drug production is disorder, low-level repeat construction is very serious;(2) drug price limit mechanism is unreasonable, lack of supervision;(3) the hospital’s management is not smooth, property right is not clear;(4) the health investment from government is insufficient, the unreasonable drug price addition system further the drug-maintaining-medicine;(5) the monopolization of hospital in drug sales pushing up drug prices;(6) the drug circulation system is unreasonable;(7) drug bidding system is not perfect;(8) incomplete medical insurance system boost drug prices unreasonably high. The Chinese government in order to solve the problem of high price, also take some measures, such as reduce prices of some drugs, adopt public bidding procurement for the medicine to enter the hospital, father commercial bribery, experiment the pharmacy trusteeship etc, these measures have taken some effects, but did not solve the problem of high drug price fundamentally.In order to solve the problem of high drug price drastically, it is necessary to insist to catch condominium together, administer thoroughly, take some measures simultaneity, to solve the problem of high drug price gradually. In order to break the high drug price, I think we should take the following eight aspects:(1) take scientific macroscopical regulation to pharmaceutical production;(2) reform and improve the drug price limit mechanism, strengthen the drug price intendance;(3) government increase the investment in health industry, optimization the medical pattern, deepen the hospital reform;(4) reform the price plus system, and realize the separation of medicine and drug gradually;(5) break the monopolization of hospital, develop the drug retailing energetically;(6) reduce the circulation, improve the circulation system;(7) reform and improve the drug bidding system;(8) reform and perfect the medical insurance system, guide people to use drugs rationally. If only we take many measures synchronously, the problem of high drug price can be solved step by step.Solving the unreasonably high of drug price is an important section of the reform of medical and health system, is a long-term systematic project, it need the government and the whole society pay more wisdom, need each person’s participation, and long-term efforts, with the promotion and deepen of reform, drug prices will be able to make the patients and the whole society satisfied, make the masses benefit truly. In this way, people’s health rights and interests will get more reliable protection, but also more conducive to the sustainable development of medical and health industry.
