| Objective: Based on the handbook for the acquisition of the basic drug availability of WHO and from the point of view of price survey, the essay makes the overall assessment of the status quo of the basic drug availability in Jilin province after the abolition of the maximum retail price of low price drugs in china. At the same time the factors that influence the availability of essential drugs are discussed and analyzed. In order to improve the availability of essential medicines in Jilin province and even in the whole country, reasonable suggestions are put forward.Method: On the basis of literature analysis and insider interview, through WHO/HAI standard investign method and drug price evaluation standard, the essay makes researches and overall evaluatatioion of the rate of the equipment, the price level, the affordability, the prescription situation of the essential medicine in Jilin Province. Field data source comes from six locations in Changchun, Jilin, Songyuan, Baicheng, Tonghua, Baishan, including public hospitals and primary health care institutions within 30 public medical institutions and 116 retail pharmacies.The types of drugs surveyed contain WHO basic drug global core directory 14 kinds, the core directory of 16 kinds and 15 kinds of supplementary directory in the Western Pacific region, a total of 45 kinds of drugs. Tabulate the data obtained and make a descriptive analysis based on the table.Results: In Retail pharmacies in Jilin Province, the basic drug and generic drugs are better equipped. Patients facilitate the purchase of basic drugs. And the public medical institutions of the generic drug with a low rate, patients are more difficult to obtain. The availability of domestic generic drugs is significantly higher than that of the original research drug. The original study medicine, whether in retail pharmacies or public medical institutions are poorly equipped. The overall price level of basic drugs made in China is very low. Public medical institutions are at lower prices than retail pharmacies. The original drug in retail pharmacies or medical institutions are priced higher than international level times. The overall affordability of the basic drug involved in the investigation is better. The prescription usage rate of essential medicines in Jilin is lower than that in ideal condition. The medical staff have a tendency to choose non essential drugs in the prescription of drugs. Overall, affected by the low rate of equipment, availability of essential medicines in public medical institutions in Jilin province is low.Countermeasures and suggestions: Strengthen supervision and management and policy support for the production and distribution of basic drugs to ensure the production of essential medicines. Through the establishment of network information platform and other means to establish a top-down long-term regulatory mechanism of the basic drug and expose corresponding regulation in the light of the problems existing in the basic medicine equipment. Improve the financial subsidies for medical institutions, change the mechanism of drug dependent doctors. Limiting the rate of non essential medical equipment for low level public medical institutions. Enhance the availability of public medical institutions at the grassroots level.
