The Price Adiustment Of Medical Services Base On The Drug Price Addition Forbidden In Guangdong Province

The new health care reform program in2009was to put forward the reform ofcompensation mechanism of public hospitals, and to cancel drug price addition as abreakthrough. The profits of public hospitals will be granted only by the health careservice charges and government funds. The profits from drug sales will be no longerpermitted. Guangdong health reform needs urgently to study and solve problems ofproperly management of the price adjustments on health care services by canceling drugprice addition.In this paper, based on the method of literature research and a comprehensiveanalysis on the historical review of the price control management in health care servicesof Guangdong province and the operational impacts for public hospitals of health careservices from price management policy, it is found that price policy has become thebaton of hospitals. By adopting literature research and a comprehensive analysis of thebalance of profiting and investments in public hospitals of health care services inGuangdong Province, four characteristics have showed to be believed the essentials forthe current situations: Firstly, hospitals are basically in surplus state, the larger thehospitals, the bigger surplus; secondly, the trend of health care services income overexpenditure substantially expands each year; thirdly, services such as nursing andoperating that reflect the value of professions are far lower than using medical devices,laboratory tests and other income. As a result of all combined factors above, this paperreflects that the value of the medical services is low, leading to the hospitals to selecthigh-return projects that generate more profits, such as using more unnecessary medicaldevices for examination. What’s more, drug revenues accounted for the biggestproportion of total hospital revenues surplus. So it is quite necessary to increasegovernment funding or raise the prices of medical services after canceling drug priceadditionThe analysis conclusions are broadly consistent with the guidelines of NationalHealth Care Services. Based on the conclusions, the new state policy will focus on thereform of canceling drug price addition as a pilot project for the public hospitals in Guangdong Province. The price adjustment of health care services measures thefollowing steps: Firstly, it is vital to establish the guidelines of the price adjustment ofhealth care services, the local state prohibits any drug sales revenues; secondly, overallobjective of the price adjustment of the medical services is established for cancellation ofdrug sales, profiting from health care medical services that will lead to the health careproviders to provide more reasonable treatment services; thirdly, the price adjustments ofhealth care services should consist on taking into account the interests of the overallconsideration, step by step, with cooperation and focusing on the basic principles;fourthly, it needs to make clear guidelines of price adjustments of the overall level ofhealth care services; finally, supporting measures should be safeguarded which includestrengthening the promotional price adjustments to improve the transparency and theestablishment of sector coordination mechanism.
