With the development of the hospitals, as well as the national investment and attention on the technology, the functions of modern hospitals have gone far beyond the diagnosis and treatment of diseases. More and more general hospitals have focused on the integration of medicine, education and research, in which scientific research is an important direction for the development of national and regional health care. However, in contrast to the fast development of scientific research in the field of health care, appraisal of research performance in hospitals is still in a relatively backward state. The currently existing evaluation methods and index system could not reflect the actual effects of the scientific research work of the hospital departments. In addition, the current system did not integrate the development strategy of the hospital, thus could not reflect the guiding roles the research team played.As one of the best performance evaluation tools, the Balanced Scorecard(BSC) is based on and directed by the strategic objectives of the organizations, establishing a comprehensive performance evaluation index system including the finance, customer, internal processes, as well as learning and growth. In addition, BSC contains both the quantitative indicators and qualitative evaluation. The establishment of BSC-based hospital performance evaluation system on scientific research will not only evaluate the process and outcome of the scientific research more scientifically and comprehensively, but will also better reflect the strategic objectives of the hospital in the index as a guide the research team, helping the development of the health care in our country.Using BSC as theoretical basis, the present study analyzed the current status of research performance evaluation in national and international hospitals as well as the theoretical frame of BSC through literature search, and clarified the shortcomings of existing research performance evaluation system in hospitals. In addition, the present study learned from the experiences of BSC usage in the universities and research institutions, providing the foundation to establish BSC-based research performance evaluation system in hospitals. Taking S Children’s Hospital as the study case, the present study described the development of pediatric research and policy environment, and analyzed, by SWOT analysis, the advantages, weaknesses, opportunities and challenges of S Children’s Hospital in research areas. Meanwhile, by using Benchmarking method, the present study chose two national and international children’s hospitals, among the leading children’s hospitals regarding scientific research, as a benchmark in order to help S Children’s hospital to set up the direction and goals of its research development. Based on these, the present study used Delphi expert consultation method to establish a total of 20 indicators in the four dimensions including finance, customer, internal processes, and learning and growth after three rounds of expert consultation. Each indicator was given different weights based on its importance and fitness with the organizational strategy. In addition, the present study also discussed and analyzed the results from simulation runs of the BSC-based hospital performance assessment system using the historical data, in order to provide new approaches and theoretical basis for the establishment of the research performance evaluation system in hospitals.
