With the deepening of China’s reform, more ordinary people to enjoy unprecedented social welfare. However, it was recognized that the unfairness of medical and health resources allocation at present, because of the inadequate rural health system as well as some policy vacuum in rural areas, the imprint of urban and rural unfairness is still deeply rootedrural,health services as a quasi-public goods play in its public welfare functions haven’t yet achieved the desired level; we still need to research on the issues of strengthening the functioning of the government, building rural medical reform and he new system to crack urban and rural unfairness stereotype.Rural medical reform theory is nothing more than the difference between government leading or market leading level, the two extremes are both prejudices;the role of government and the market should achieve harmony and unity in the aspects of the allocation of resources,the protection of medical, health care reform and management.Through the interaction of two aspects, full play to the positive role of the new rural cooperative medical care in harmonious society.In this study,we could find some questions about health system reform in Guangzhou:the government regulatory functions shows dislocation and instability in the medical reform policies, especially the lack of universality; the government hasn’t established a stable funding mechanisms for health reform.Based on the above issues, taking Huadu district of Guangzhou as example, this study analyze the implementation of the new rural cooperative medical system in Huadu district, summarize its main experiences and practices, analyze the characteristics of their work, evaluate their progression patterns, analyze the main problems, study on its policies, investment, human resources, information publicity, resource integration and other aspects, make some concrete proposals for improving relevant system: First, we should build the health service system and cooperative linkage mechanism, attract social forces to participate actively in setting up rural medical services, innovative participation patterns of governments, ensuring the ability of rural health services, and creating conditions to set up the half-hour circle of rural health services in Guangzhou area; Secondly, we should build a reasonable compensation mechanism of the financing, scientifically determine a good level of funding, and establish reasonablecompensation mechanisms,according to people’s actual income, affordability and willingness to pay; Third, we should improve the basic health service network, improve service quality, improve the income level of rural doctors, strengthen of qualified personnel and further speed up the backbone, regarding the big hospital as leader,regarding the ordinary hospital as the carrier, regarding the rural hospital as foundation to establish and perfect the three-level rural medical and health assistance system.
