This paper is to "4 · 11" Lanzhou city drinking water pollution incident as the research case, on the basis of field survey using interview method, literature method to collect empirical data, describes the Lanzhou city life drinking water pollution event and the process of local government. With analysis of the mechanism of the legitimacy of the new institutionalism theory of sociology the root cause of the pollution of city drinking water continuously, reveals the local governance the microstructure and macro process of urban drinking water system arrangement.April 11, 2014, localized in Lanzhou City occurred benzene content in drinking water exceeded the incident, after this message is broadcast on mainstream media,quickly spread to the streets of Lanzhou, the printing of an uproar, causing most of the public panic in the city there was a scramble to buy mineral water is not a small storm,and urban social order had a certain impact. After the benzene content in drinking water exceeded the incident, the local government organized relevant departments to find the causes of pollution, and the responsible people were severely punished.
