As we entered the21st century, people are freed from the heavy job, and thus we have more time and energy to focus on the other things. However, the negative effects which brought by the productivity are also prominent. The things and the food which our human contact and eat are facing a serious test, and the consequences of all above will lead to a serious health damage. Therefore, the health of human beings has become our primary concern.Therefore, the hospitals, especially the public hospitals are facing a huge challenge. There are three pillars in the market, which are demand, supply and government And the for-profit hospitals are showing a aggressive posture day by day. Public hospitals need to improve the medical levels, the medical facilities, and also need to optimize the diagnosis and treatment process in order to change the old treatment mode which is" long time for waiting but short time for diagnosing ". The hospitals need to improve their internal management, strengthen the environment to adapt to the medical developing needs in the new period. We should realize the concept of "patient-centered" service. All the above can not be separated from the efforts of all the staff. People are the core in the development of the hospital. How effective of the performance management is an important factor in the development of the hospital.This article first focus on the character of this period, point out the background and the significance of this research. Then we describe the basic theory of performance management and hospital performance management briefly, analyze the character and the current situation of the performance management in China and other countries. We analyze the situation of D hospital deeply. So we can point out the deficiency of the original management program.Next, from the point of the purpose and the goal of the hospital, we analyze the investigations and the actual operations of D hospital’s design of the system. So we can find out what needs to be changed in the performance management system. Then we can design the performance management system through the method of BSC, KPI.Finally, we conclude the effect of this system. We also hope that this article can help other hospitals.
