In order to assess the overall performance of impartial and objective assessment of the hospital, to strengthen the performance management of public hospitals, to improve the efficiency of public hospital staff, and to enhance the competitiveness of public hospitals, the paper applied the theory of the Balanced Scorecard performance management system for public hospitals research and analysis. With the spirit of science and the principle of independence, we choose indicators from financial operations, internal business processes, patient satisfaction indicators, and learning and growth index of 29 indicators in four areas to create the new performance evaluation model of public hospital. According to the first and second composite scores we calculate weights. As a basis for public hospital performance management evaluation and analysis, based on the Balanced Scorecard to establish a comprehensive quality management system, using the hospital’s strategic objectives as assessment content, we build and improve the normalization, institutionalization of comprehensive performance management system to guide medical staff proactively provide patients with high quality, high efficiency, suitable cost medical services. We strengthen the combined hospital performance management hard targets and soft targets, combining the implementation of performance management to the development of the hospital and long-term development plan. With a variety of work and assessment linked to we pay attention to the dynamic management to promote the comprehensive development of the hospital that played for the role of vision services of the hospital.
