BackgroundLuannan County located at the Bohai coastal economic region. The first HIV case was found in year2004and the HIV is transmitted in low level there. From December2004to December2009, the global fund-AIDS-round3(GF3) project has been carried out there. In Luannan county implemented a AIDS program for five years of AIDS intervention. At present, China is still lack of intervention strategies for HIV epidemic in low-level areas.ObjectivesThis study evaluates the effect of five-year GF3project and introduces the experience of the project management and the "multi-sectoral jointly coordination and the whole society cooperation" mode.MethodsThe historical material of GF3is used to review the experience of GF3management and the "multi-sectoral jointly coordination and the whole society cooperation" mode. The investigation data of GF3and the awareness and attitude survey of HIV/AIDS among middle school students in June2011, two-year-later after the project been finished, is used to measure the effect of GF3.RusultsThe basic strategy of Luan Mode is "multi-sectoral jointly coordination and the whole society cooperation"; the experience of project management includes five aspects (human resources management, regulation management, activity management, mechanism construction, targeted intervention); From year2005to2009, the AIDS awareness among villagers, middle school students and female sex workers (FSW) has raised up from22.4%to81.1%,27.2%to95.5%, and54.0%to87.0%respectively; and the difference between the three group in each year is significant; factors influence the awareness among middle school students are urban or rural, grade and gender; the proportion of FSW who use condoms has increased from69.0%.to98.2%. In2005, the proportion among middle school students whose attitude to HIV patients is tolerant is66.0%, which is higher (P<0.05) than villager group (55.0%) and FSW (34.9%); but in2009, this proportion among villagers (90.3%) and FSW (88.9%) is higher (P<0.05) than middle school student group (73.6%). In2007-2009, no HIV new case is reported; the number of HIV/STD reports declines in2005-2008, but increases in2009. The result of survey in June2011shows that the AIDS awareness among641high school students is57.7%, and the rate among high school student group is higher than the senior middle school student group (P<0.05); the proportion of tolerant attitude to HIV patient among them is83.5%, and the proportion among high school student group is higher than the senior middle school student group (P<0.05).ConclusionsThe GF3promotes the HIV/AIDS prevention and control work in Luannan County, but to popularize this mode is limited. Though the five-year intervention improves the AIDS awareness of villagers, middle school students and FSW, we are badly in need of health education materials which is adapt to the psychological characteristics of middle school students and the intervention to FSW and people who have extramarital sex behavior should be strengthened.
