Along with the discovery and the development of HIV/AIDS, social discrimination arises. According to the data of UNAIDS, PLHA(people live with HIV/AIDS) in China face serious discrimination and stigma. The central and local governments have promulgated or amended some laws, regulations and rules to protect the legitimate rights and interests of PLHA and oppose social discrimination of HIV/AIDS. But its own institutional discrimination against AIDS exists. It is necessary to remove the discrimination.This study intended to discuss the policy intervention of HIV/AIDS-related social discrimination problem from the public management perspective, taking Shanghai as an example. The discrimination of the city community against AIDS, PLHA was assessed preliminarily through the questionnaire survey. The policy intervention status of HIV/AIDS-related social discrimination in Shanghai was analyzed. The methods and measures to eliminate HIV/AIDS-related social discrimination were explored in order to put forward the policy suggestions to reduce social discrimination of HIV/AIDS.This study conducted1418survey of the current status of HIV/AIDS-related social discrimination in Shanghai, including community residents, media practitioners, students, health service providers, PLHA and their families. The results showed the current status of the HIV/AIDS-related social discrimination in Shanghai was not optimistic and it deserved the public policy makers’ attention. All kinds of people discriminated against AIDS seriously, from light to heavy as follows:media practitioners, students, health service providers, community residents. The supporting environment of PLHA and their families was worried. The economic and psychological support which PLHA and their families could obtain was very limited. The health service providers’ lack of knowledge of the legitimate rights of PLHA was mainly because of excessive self-protection and lack of knowledge and skills of occupation exposure prevention. The public was aware of the existence of social discrimination of PLHA, and also believed that the current AIDS prevention is too concentrated in the medical and health system. The existing policy needed to be improved. This study analyzed the policies in Shanghai of the intervention on HIV/AIDS-related social discrimination. These policies was certainly worth on the emphasis and implement of PLHA and their families’ legitimate rights and interests, the definition of government departments’ responsibilities, division and cooperation, the mobilization of all social forces to jointly fight against discrimination and other aspects. But also the problems still existed, such as the legislation unable to keep pace with the situation of AIDS prevention and treatment, the limitations of the legislation and policy establishment of health system, the existence of policy discrimination. Finally, the author put forward the public policy recommendations from the five aspects of improving AIDS prevention and control policy system, the strength of the publicity and policy advocacy, implement and maintain the rights and interests of equal treatment, the attention to the guide of public opinion and morality, and guide and strengthen community AIDS prevention and control forces. And it was expected to be able to effectively curb the AIDS and HIV/AIDS-related social discrimination of growth and promote the progress of social civilization.
