ObjectiveOn the basis of reviewing the materials of enterprise human capital incremental management, hospital human capital management, this study defines the concept of public hospitals human capital incremental management then construct the evaluation index system of public hospitals human capital incremental management and taking the index system for reference in order to conduct empirical study on the present situation of human capital incremental management in public hospitals in Hubei so as to come up with the relevant measures and suggestions for public hospitals'human capital incremental management and provide scientific evidence for the training health talents for the government .Content and Methods(1)Literature analysis: collecting the literature about human capital, human capital management, human capital increment, human capital incremental management to making theoretical basis for the study.(2)Field investigation: staff and middle-level managers in three tertiary hospitals and three secondary hospitals in Hubei to know the existing problems in human capital incremental management in public hospitals.(3)Delphi method: Choose 12 experts who are engaged in human resource management or hospital management, through two rounds of expert consultation to complete the screening of public hospital human capital incremental management evaluation index and finally define the public hospital human capital incremental management evaluation index system.(4)Key informant interview. People responsible for human resource and director of clinical department were interviewed to know the current status of public hospitals human capital management and the existing problems in human capital incremental management.(5)Statistic analysis. Descriptive analysis, chi-square test, non-par test and some other statistic methods were used in this study.Results(1) We thought the incremental management of human capital of public hospitals is a lasting management activities in the introduction of human capital, the developing and utilization of human capital and the accumulation of human capital in order to make a improve in hospital staff'health ,quality and the level of working hard and contribution.(2) On the basis of human capital increment process, a set of indicator of public hospital human capital incremental management was established including 6 fist class indicators and 24 second indicators. The first class indicators include the introduction of human capital, training and developing, rational use, incentive mechanism, health care, staff'value enhancement(3) Looking from the introduction of human capital, tertiary hospitals are better than secondary hospitals. The number of hospital staff, medical workers, (assistant) medical practitioners in tertiary hospitals is steadily increasing. But the number of hospital staff, medical workers, (assistant) medical practitioners in secondary hospitals changed so little, even in some years the number is decline.(4) Looking from the training and development of the hospital staff, tertiary hospitals pay more attention to staff'training and development than secondary hospitals, due to the financial and personnel restriction, staff'training and development in secondary hospitals did not carry out well.(5) Looking from human capital utilization, both medical workers and (assistant) medical practitioners'allocation in investigated hospital exceeded the standardize allocation of medical workers and (assistant) medical practitioners in comprehensive hospitals. Nurse allocation slightly lower than the standardize allocation of nurse allocation. The allocation of (assistant) medical practitioners in tertiary is not reasonable; the proportion of senior-titled practitioners is too high, the proportion is basically reasonable in secondary hospitals. Most of the staff in investigated hospitals do not have clear prospects.(6) Looking from hospital'incentive mechanism, most hospital staff are not satisfied with the hospitals'incentive mechanism, such as salary structure, general welfare and performance appraisal.Discussion(1)Public hospitals'knowledge of human capital incremental management is not adequate (2)Public hospitals did not have a good plan for recruitment and recruit selection is not be paied enough attention.(3)Secondary hospitals'training funding is inadequate, and the training management is not sound.(4) Public hospitals did not pay enough attention to the rational use of human capital.(5) The staff'health care has to be paid enough attention in Public hospitalsConclusion(1) Establish concept of human capital incremental management, and attaches great importance to it. (2) Strengthen human capital recruit management, improve human capital stock. (3) Strengthen staff training and development to promote hospital human capital increment. (4) human capital should be used reasonable.(5) Establish reasonable incentive mechanisms to prevent human capital depreciation.(6) Make and implement employee health care plan and improve employee'health capital.Innovations and DeficiencyInnovations: Creatively proposed the concept of human capital incremental management in public hospitals;On the basis of human capital increment process, this study construct a set of public hospital human capital incremental management evaluation index system which provide a goal and direction for human capital incremental management in public hospitals; In view of present situation and existenting problems in public hospital human capital management and put forward measures and suggestions for human capital incremental management in public hospitals.Deficiency: Due to time limitations, this study just buqilt framework of public hospital human capital incremental management evaluation index system, the index weight distribution and index system application needs further research; the study only conduct in Hubei province in six public hospitals, the results may be less representative...
