About The Allocation Of Resources And Medical Service Development Planning Research Of The Medical Service System Of TCM

Objectives:Medical service is the main cause of Chinese medicine and academic, how to construction and development of the medical service system of traditional Chinese medicine, is a major subject of Chinese medicine. Present situation of this topic to study national medical resources and service, found that the main problems; to research how to build the medical service system of traditional Chinese medicine, what is the development target and planning the allocation of resources and medical services in the system, what is the resource of traditional Chinese medical service system configuration and planning of medical service development related indexes, criteria, requirements, and put forward some policy suggestions and measures for the system.Contents:Through the collection of relevant literature research scholars over the years, analyze the date of "China Health Statistics yearbook" and "Chinese Medicine statistics excerpts", and the investigation of the medical work of the resource allocation, medical service demand and service, efficiency, government policies and requirements of TCM, "the thirteen five" period of TCM development goals and planning, study on the resources of TCM Service System and the present situation of service output, and put forward the function and development of TCM Service System architecture during planning "the thirteen five" period, to provide ideas and reference for industry and government departments.Methods:Search the articles of CNKI,VIP, other databases etc, application of information related to official government network, the National Health and Family Planning Commission, the State Administration of TCM and other survey, the collection of resources of TCM Service System configuration and related medical service development planning and related policies; using EXCEL software etc, to process data; inviting relevant experts, to the meeting on resources of TCM Service System configuration and planning of medical services for the development recording meeting to discuss the process of expert opinions and researching results, and carrying on the summary and analysis, to extract the feasible scheme.Results:Through studying on the status of national medical resources and services, dig out the six major problems:first, Chinese medical service demand and shortage of resources, particularly the lack of quality resources; second, the characteristics and advantages of Chinese medicine has not been brought into full play; third, Chinese medical resource configuration is not reasonable; fourth, the development of resources of TCM Service System configuration and the medical service is not balanced; fifth, TCM health care policy and mechanism is not perfect; sixth, the development mode of Chinese medical institutions for research. Through the research of the development planning of the resources of TCM Service System, for the first time put forward the concept of TCM Service System,and its function, target, index, standard, level, efficiency and policy in China; at the same time the thirteen five development planning of the system from the resources to the output of it. Finally, put forward nine policy suggestions and measures:first, to establish and perfect the mechanism of TCM into the National Health Service; second, strengthen the cultivation of the talents of TCM; third, to further increase the institutional reform of Chinese medical institutions; fourth, adjust the medical resources allocation reasonably; fifth, medical service should be further highlight the characteristics and advantages of Chinese Medicine; sixth, to support social capital held in medical institutions of TCM; seventh, TCM resources and serve the grassroots and other categories of medical and health institutions should be strengthened; eighth, reasonably adjust the price of TCM; ninth, actively explore the Chinese Medical Service Model.
