With the development of society and economy, medical and health care is increasingly becoming a major event related to people’s livelihood. September 2, 2009, Premier Wen Jiabao chaired a State Council executive meeting. The meeting decided that from October 1, in public health and primary health care institutions to implement pay for performance system, strengthen performance management, establish performance distribution system, to highlight their welfare, to achieve sound and rapid development is essential. April 2014, Premier Li Keqiang instructions: we should do three important things that getting rid of drugs make medical, innovating institutional mechanisms and moblizing the enthusiasm of the medical staff. Ministry of Health, pointed out that when you start a new public hospital reform health reform goal is to build high quality, low cost, high efficiency of the modernization public hospitals.Performance management is not a new thing for hospitals, most hospitals carrying out the reform of performance now. But the real success of the implementation of performance management was one of the few hospitals. Shaoyang Central Hospital started the reform of performance since 2012. Through the contrast observation of the 3 years’ data, the hospital didn’t expand its scale, but its services rose by nearly 50% and patient satisfaction increased by 10%. Under the background of the national health care costs increased 5% ~6% per year. Their hospital costs fell by 4% per year, while the average income of hospital staff increased by nearly 70% and the income of gleam clinical staff reached 110%. So the hospital balances increased from 4% to more than 8%. In a word the performance reform mobilized the enthusiasm of the staff, improved the efficiency of services and the quality of hospital services. And also controled the rise of health care costs and improved the financial situation. In the end, the hospital to a certain extent alleviate expensive, difficult and annoying medical problem, so it made the government,patien,hospital staff satisfied. At last it achieved the demands of party and government on reform of public hospitals.As Shaoyang Central Hospital an example, comprehensive analysis the research situation of hospital performance management, by using the method of literature research, case study, statistiecal analysisd. Detailed analysis and study the effect of performance management system in Shaoyang Cental hospital based on Balanced scorecard, and the reason for the success of the necessary elements.According to discuss the effectiveness and promotion value of sample hospital’s performance system. Different from the previous vision in Balanced scorecard index design and program design, this study focus on how to build the management system. This research carried from the top-level design, job value system and Balanced scorecard Performance appraisal scheme, analysis the scientific and feasibility of the indicator system, to provide a reference for the transformation of public hospital management model.
