Background:At 14:28 on May 12,2008, the world-shaking Wenchuan earthquake in Sichuan took place, which not only caused heavy casualties and property losses to more than a dozen cities including Dujiangyan city, but also was a severe challenge to medical health work of the disaster area. Under unified arrangement of the Party Central Committee, State Council, Shanghai Committee and Municipal Government, according to relevant documents of the Health Ministry and Shanghai Health Bureau, CDC and health education system of Shanghai carried out post-earthquake reconstruction to Dujiangyan city from June 29,2008 to June 30,2010. In the past two years, more than 180 professionals who were divided into eight groups attended post-disaster restoration and reconstruction work in Dujiangyan city. In order to objectively evaluate the reconstruction situation and systematically summarize the pattern and experience of counterpart aid, this study mainly evaluated the effects of post-earthquake reconstruction in Dujiangyan city, which could provide certain scientific basis for disease prevention and control and make a reference to post-earthquake counterpart aid pattern.Methods:This study referred to policies and procedures of Chinese government on the post Wenchuan earthquake recovery and reconstruction work, carried out relevant personnel interviews, collected a large amount of material and data on pre-and post-earthquake disease prevention and control including infectious disease, chronic disease, health documentation, health education, public health monitor, laboratory construction, expanded program immunization, disinfection and isolation in Dujiangyan city from Jan 1,2007 to Dec 31,2011. These materials involved in pre-earthquake business processes and post-earthquake reconstruction of all the departments of CDC in Dujiangyan city.Results:Through two years of efforts by all members, the aim of "No big epidemic after the disaster" was successfully realized. Compared with pre-earthquake, the service capacity of disease prevention and control system was quickly enhanced, the level of preventive health care, including prevention and treatment of infectious diseases and chronic disease management, was remarkably raised. However, the incidence of local A, B, C Class infectious diseases, respiratory infectious disease, Intestinal infectious disease, entomophilous and nature infectious diseases had dramatically declined. Meanwhile, the results showed that the rate of infant mortality had fallen by 3.22‰, the rate of maternal mortality had dropped to 12.80/10 million in Dujiangyan city in 2011.Conclusion:In summary, the methods of evaluating the effects of post-earthquake reconstruction was reasonable, the evaluation index was comprehensive, systematic and focused. The study demonstrated that fine effects of Shanghai counterpart aid had been achieved, the aim of "No big epidemic after the disaster" was successfully realized, the disease prevention and control system and the epidemic monitoring network were delicate, the capacity of disease monitoring, disease early warning, disease prevention and control was significantly increased. At the same time, there was substantially better than before in all aspects, such as infectious diseases report, prevention and control of infectious diseases, emergency disposal of public health, expanded program immunization, disease prevention and control in important places, the level of health education, public health monitor, laboratory metrological certification, the registry of causes of death, comprehensive prevention and treatment of chronic disease and so on.
