OBJECTIVE:To provide scientific evidences for the policy making for Changning District community health service function accordingly, by comparative analysis of the reality of function before and after the comprehensive reform of the community health service centers in Changning and by the study the experience of community health service in different countries or regions.The functional orientation and running mode of the community health service were studied, based on the comparative analysis of the present situation and the problems of the community health service centers in China, as well as analysis of the reality of the of the community health service after the reform of community health service centers in the Changning District was implement. The information on the department structures, the reform of personnel system, and the bidirectional transfer treatment system were studied and finally the, the relevant policy recommendations for improvement of function orientation of Changning District community health service was present.1. Collection and analysis of the available theory and experience on community health service. The books and academic journals related to the topic on the community health services, the health care, the government responsibility, as well as the documents, the rules and the official statistics, were checked and the related data were extracted. The horizontal and comparative analysis of different external conditions of the mechanism-building, talents team construction was done to get appropriate indication of idea, system and rules for the development of local community health service centers.2. The data analysis of reformed Changning District community health service. Two of the community health service center was selected for this study. The targeted investigation on the talent team construction, the system construction, the independent management system of income and expenses, the bidirectional transfer treatment system and others within centers were carried out to find out the community health service orientation mode It showed that the main function of former regional hospital system was medical treatment, while the major functions of the reformed community health service system are the integration of treatment and prevention, namely "six integration", i.e., the implementation of medical care, rehabilitation, prevention, health care, health education and family planning service.3. Analysis of existing problems, and suggestion on policy suggestion-makings. Establishing a relatively perfect government investment and compensation mechanism according to these problems. To improve the income and expenses separated management mechanism further; strengthen personnel training and introduction; establish community residents relatively satisfied. On the basis of community health service construction of new urban medical and health service system; strengthen cooperation and exchanges and explore the marketization, diversification of community health service system.
