BackgroundGovernment compensation and regulatory mechanism reform of public medical institutions is aim to break "medicine to cure" mechanism, perfect the public hospital performance, enhance the efficiency of medical service quality, and improve the fairness and public welfare of health care.The new public administration theory actively advocates representative, reactivity, participation and social fairness, social responsibility as the core values, which is exactly the administrative philosophy of China attempts to build a high reactivity, respected, responsible government in recent years, our country health care system reform and compensation and regulatory mechanism reform should also be able to practice the theory. The new public administration theory provides the beneficial reference of evaluating the effect of the government health compensation and regulatory mechanism reform.Minhang district government health care compensation mechanism based on the performance of public welfare, supported by regional health information platform, government implement the regulation about medical services, public health, drug use, medical costs, operation, economic income and expenditure of public medical institutions.ObjectivesTo systematic assessment about scientificity and the achievement of Minhang district government health compensation and regulatory mechanism reform, according to the New Public Administration Theory as a guide, this study analyzes the performance-based government compensation mechanism and the regional-health-information-platform-supported regulatory mechanism, summarizes the characteristics of the compensation and regulatory mechanism, evaluate the effect of the reform, and study the influence of running performance for medical and health institutions, provides decision-making basis and reference for deepening government compensation and regulatory mechanism reform of public medical institutions reform for Minhang district and other areas.Contents and methods:The specific study contents include: ① To summarize the elements and characteristics of Minhang district government in health care compensation and regulatory mechanism reform;②To analyze the influence of public medical institution performance before and after Minhang district government health compensation and regulatory mechanism reform; ③ To evaluate the effect of Minhang district government in health care compensation and regulatory mechanism guided by the core idea of The New Public Administration, from promoting social fairness, improving the reactivity of medical institutions, representing the public interest, participation, reflecting the social responsibility.The Research methods include: ① Combing the health care compensation and supervision mechanism reform relevant policy documents of country、Shanghai and Minhang district government, using policy factor analysis method to summarizes the characteristics of Minhang district government compensation and regulatory mechanism reform for public medical institutions; ②Using on-site inspection, to descript minhang district health supervision regulation center, regional health information platform construction and their role in the regulatory system of the function; ③Using key person interviews and questionnaire survey, to analyze the relevant policy makers and practitioners about their reform attitude and evaluation; ④Through second-hand and institutional survey data, using descriptive statistical analysis and difference in difference method, comparatively analyze Minhang district and Shanghai with similar medical institutions on their performance and institutional development.ResultsThe main results are as follows:1.
