Study On The New Rural Cooperative Medical System Satisfaction And Influencing Factors

The new rural cooperative medical system (shorted by NCMS) characterized by regional co-ordination has been running a decade, however, the level of development of is different cross the country, and people evaluates the medical system differently." How was the NCMS performance since its begining? What’s the level of farmers’satisfaction? " These problems has become a social hotspot, especially the level of farmers has the significant important as the main form of Medicare clients. This paper takes Bengbu City, Anhui Province as a case to study the satisfaction of the local farmers to the NCMS, with the purpose to evaluate the actual effectiveness of the NCMS objectively, and truly reflect their comments and suggestions to the NCMS. According to the new problems during the operation of NCMS, this paper will make some suggestions fotr the relevant government departments to improve and perfect the effect of the NCMS.Firstly, this paper describes the research background, purpose and significance of satisfaction study to the new rural cooperative medical system by theoretical methods through a wide reference, analyzing the theoretical basis of the new rural cooperative medical system and summarizing the situations of rural medical system and research status at home and abroad. Secondly, with the theoretical guidance and combined empirical research, the paper makes evaluations on the satisfaction of the NCMS. By designing the questionnaire, and supplemented by case interview, this paper takes a random sample in Bengbu four districts (Bengshan District, Longzihu District, Yuhui District, Huaishang District) to support the evaluations. We taking a in-depth interviews with farmers about the NCMS policies, and put the resulting information as a supplementary to the questionnaire and guidance for the quantitative study. We can get the following four major aspects information though the questionnaire:farmers demographic characteristics; basic knowledge about the NCMS; satisfaction of designated medical institutions; satisfaction medical insurance policies. In the final, we can form the Evaluation Mechanism:basic knowledge about the NCMS â†' satisfaction of designated medical institutions â†' satisfaction medical insurance policies â†'NCMS overall satisfaction. We use Excel, Spass software to process data, so that we can classify, summarize, and analyze comparatively on the basis of reasonable validity and reliability. We use the main descriptive statistics charts on base original data to reflect the characteristics of the statistical distribution intuitively, and introduce Logistic regression model to quantitatively analyze the factors influencing NCMS satisfaction.Policy recommendations are made based on the above survey and analysis:strengthen information supply to improve farmers’ awareness of the new rural cooperative policies, improve and perfect the new rural cooperative medical system continually. break the medical monopoly, strengthen the supervision of the designated hospitals. deepen rural health care reform; improve primary care capacity and service levels.
