Background: According to new medical reform program and hospital appraisal standard, Comprehensive hospital especially senior hospital should pay more attention to hospital administration promotion, connotation management and hospital management system innovation meanwhile enhancing medical technology level. The effectiveness level of administration plays a vital role in hospital management level enhancement. All the time, hospitals pay more attention to effectiveness evaluation of clinical department than administration department. With medical reform program promoting, it became the hospital management issue, but is important and difficult to evaluate the performance and most hospital adopt the evaluation with morality, diligence, ability, but this evaluation effect isn’t good enough. How to solve the assessment project set-up, index allocation, index quantification is the key problem to effectiveness evaluation. So, the effectiveness evaluation research and scientific system establishment play a positive role in hospital development, it has great significance.Objective: Combining with new medical revolution and modern hospital management, to establish thoughtful evaluation system of hospital administration department and enhance the management level and promote the hospital sustainable development.Methods:(1) According to literature research, to identify the meaning of hospital management effectiveness and the situation and problem of hospital administration department effectiveness management.(2) Selection and correction of index system of senior general hospital management correlation coefficient by Delphi. Then confirm theeffectiveness evaluation index system of administration department in senior general hospital.(3) Calculate the indicator of index applying to gradation analysis and establish the indicator system.(4) Test the feasibility of effectiveness evaluation index system of administration department in senior general hospital. Make sure system feasible and true.Results:(1)An evaluation index system including 5 first level indicators, 13 second level indicators, 16 third level indicators was built.(2) Confirm the index indicator and quantified the index.(3) With new built effectiveness evaluation system, analyze the consequence of one senior general hospital. And the empirical results were consistent with the expected goal.Conclusion : The results showed that this system can be used to measure the effectiveness of the administration departments. It can provide an objective basis for us to improve the evaluation of the administration departments of hospitals.
