Study On The Construction Of Management By Objectives System Of Clinical Departments Of A Senior General Hospital

Background:The level of hospital management by objective influences the efficiency of clinical department including the arrangement of index which guides the direction of hospital development. A good index system not only can motivate the staff’s enthusiasm, but also enhance the hospital standard. So it is important to construct the index system. Through literature research, the study develops slowly and there’s not complete index system, only limitation of some theory research. Therefore, the study on the construction of management by objectives system and evaluation of clinical department can provide quantity index and promote hospital progress.Objective:Combining with senior general hospital management, to establish thoughtful index system of hospital management by objective and evaluate the development ability and contribution of clinical departments scientifically.Methods:(1) According to literature research, to identify the meaning of hospital management by objective, summarize different index and establish primary index system of senior general hospital management by objective.(2) First selection of index system of senior general hospital management by objective with factor analysis and correlation coefficient. Then, gather the expert opinion by expert consult method and eventually confirm the index system of senior general hospital management by objective.(3) Calculate the indicator of index applying to gradation analysis and establish the indicator system.(4) Test the feasibility of index system of senior general hospital management by objective by way of a senior general hospital. Make sure system of senior general hospital management by objective feasible and true.Results:An evaluation index system including4first level indicators,14second level indicators,71third level indicators was built. And the empirical results were consistent with the expected goal.Conclusion:The results showed that this system can be used to measure the development ability and contribution result of the clinical departments. It can provide an objective basis for us to improve the evaluation of the clinical departments of hospitals. However, the study is still in the primary stage, further study will be gradually conducted in the future.
