Case-Based Study On Assisted Reproductive Technology Supervision Status

Objectives:To explore the supervision status of the assisted reproductive technology(ART) in our Country,through the understanding of assisted reproductive technology supervision in some countries, reviewing the development of our country’s assisted reproductive technology application and the supervision, and researching the investigation of reproductive technology supervision case area.Contents:(1)understanding the supervision status of assisted reproductive technology in typical countries.(2) Combing the supervision situation of assisted reproductive technology in mainland of China.(3)Taking the case for in vitro fertilization and embryo transfer technology supervision status, then analyzing the problems of it.Methods:Collect data by using the methods of literature research and field investigation etc. Combing the domestic and foreign assisted reproductive technology supervision information by literature research; Through field investigation, interviews with the local government’s administrative personnel, executive supervision and leaders of the medical institutions, collect relevant documents and materials, and investigation of medical institutions. Expert consultation, qualitative interviews and thematic framework analysis was used for qualitative data analysis. Determine the research and analysis framework through the expert consultation method; Through the thematic framework analysis collect and classify the information. Establish thematic analysis framework to refine and summarize of the actual situation.Results:1. The British government made the legislation and regulatory for assisted reproductive technology supervision and set up a special regulatory body. The US government imposed a reference management system at the national level, by each state government. Australian Government has developed technical guidelines and regulatory certification system, and carried out the joint regulatory approach which all stakeholder can participate.2. Although China has established the normalization document of supervision in auxiliary reproduction technique, several problems including update postpone and lack of detailing standards still exist. Classification administration principle is supposed to be applied in supervision, however, up till now the quality of supervision in various places can be quite differed.3. In vitro fertilization and embryo transfer technique supervision status for the case study, we selected Shanghai and Guangdong provinces for field investigation. Firstly Shanghai formed a complete set of policies, but the national policy needs to be improved. And then they conducted multi-sectoral joint regulation, but needs to strengthen the grass-roots law enforcement forces and the cooperation between departments. During the regulation, the standard access approval is specified and many measures have been made to ensure the daily quality. Shanghai and Guangdong Province enhanced supervision from continue education of the staff, but our country still lacks the supervision mechanism for training. Information technology application is pervasive but lack of unified supervision and management information platform. And the propaganda is expected to rise.Discussion:1.In policy formulation, China has established the normalization document of supervision in auxiliary reproduction technique, several problems including update postpone and lack of detailing standards still exist.2.China’s clear regulatory body and specifically responsible for the implementation of the supervision system, but need to strengthen the grass-roots law enforcement forces and the cooperation between departments.3.There are many difficulties in the investigation of cases of illegal assisted reproductive technology; and also the governments could implement supervision sanctions.4. In terms of personnel’s continuing education, the state has set up specialized training bases and published the training textbooks, but there are still some problems existed, like unbalanced regional education level and training bases lack of unified standards and quality evaluation system.5. In assisted reproductive technology supervision information system construction, China’s lack of unified supervision and management information platform, This will cause difficulties in data resource sharing, real-time supervision and disciplinary problems in monitoring, also accuracy and safety of data is also a lack of security.6. In regulation of technology promotion, our country has established the basic social supervision mechanism, but in the mass education and the self-discipline of employees still need to be strengthened.Conclusions and suggestions:China has established the normalization document of supervision in auxiliary reproduction technique and the approval system. These measures guarantee the quality of the supervision, but there are still problems in China’s supervision of ART. Referencing domestic and foreign advanced experience about assisted reproductive technology, this study puts forward some countermeasures that should be adopted:(1) establishing and sounding laws and regulations related assisted reproductive technology. (2) strengthening the communication and coordination of the supervision. (3) increasing efforts to investigate illegal cases. (4) establishing a unified information system as soon as possible. (5) strengthening the publicity and popularization of assisted reproductive technology.
