The New Rural Co-operative Medical System which helps each other is created by the farmers themselves,it plays an important role in the protection of farmers’ access to basic health services, alleviate farmers’ poverty due to illness and have played an important role in Chinese because of illness, providing a template for the developing countries, broadly welcomed by the farmers.Weifang New Rural Co-operative Medical System began to explore from 2001 and has experienced three phases including exploration, preliminary development, full implementation in the process of development, so far It has made significant achievements, but in the process of development, especially in the transition period of urban and rural medical insurance system, many problems still exist, the existence of these problems hindered the full play of the utility ofthe new type of rural cooperative medical care,, some measures are needed to effectively taken as soon as possible.This paper is based on Weifang,referring to the existing research results, through the investigation and study, combined with my practical work experience, using comparative analysis, empirical, quantitative analysis, inductive method,expounding the four kinds of medical insurance system model, points out that the mode of medical insurance system in China belongs to the social nature of medical treatment insurance from the angles of general character, illustrating the development of cooperative medical care in our country.This paper points out that the new type of rural cooperative medical care system is based on the traditional rural cooperative medical care, At the same time this paper introduces the theoretical basis of the new type of rural cooperative medical care, providing a theoretical basis for the research of this paper. This paper mainly detail the methods and achievements of Weifang New Rural Co-operative Medical System,Such as funds operates effectively, serious illness security basic establishes and medical assistance system takes effect, three-level health service network construction rapidly develops.Connecting with the practice of Weifang city,illustrating the problems existing in the running, including unsound investment main body;low financing level; the lacking medical establishment; incomplete function and supervision mechanism;Rural health infrastructure still lag behind. Finally this paper explains the strategy of the development of new type of rural cooperative medical care and points out that the development of Weifang new type of rural cooperative medical care should follow certain principles, adopting a variety of strategies, needing to continue to deepen the reform of medical and health system, further improving the financing subject,extending level as a whole,reforming the compensation mode, improving the level of compensation, strengthening medical assistance,further improving the basic medical and health service network in the city, according to the act of the integration of urban and rural residents basic medical insurance work in Shandong province,we make the transition to urban and rural medical insurance system step by step.
