Public hospital is the main part of the Chinese medical service system,which plays the role of curing patents, safeguarding people’s health, and other similar social functions. After a medical reform of "marketization", the medical and health undertakings of our country has achieved remarkable results. For example, in the hospital scale, the level of medical diagnosis, etc, have greatly improved, the enthusiasm of the medical staff also fully mobilize. But at the same time it also produced the difficulty and high cost of getting medical service. Quite a few public hospitals pursuit of economic benefits and ignore the public interests of the responsibility. In 2009, a new round of medical and health system reform in our country starts in order to promote the welfare renaissance of the public hospital. The great goal is to establish a public welfare as the core of the public hospital performance appraisal management system, improving staff performance appraisal system, implementing the post merit pay system, reflecting the characteristics of the medical staff and fully arousing the enthusiasm of the medical staff with the efficiency of the public hospitals. The orientation of the reformation of public hospital is to realize the balance of public welfare and motivation. Performance management system depends on continuous excavating the potential of "people", the scientific arrangement of various departments work, unified action, staff and departments to improve individual performance and organizational performance. And the finally target is to realize the hospital’s strategic goals and sustainable development. Good performance management is a new stage in the development of the hospital scientific management, thus to build public hospital performance management system, has important research significance.We study the theory of performance management as the instruction based on the new healthcare reform to the new requirement of the public hospital performance, management this macroscopic background. Taking T hospital as an example, this thesis introduces in detail the T of the status quo of hospital performance management through interview and questionnaire, and analyzes the T hospital existing problems existing in the performance management system, and then analyzes the causes of the problem. Through learn advanced hospital performance management practices and experience both at home and abroad, and combining with the actual situation of the hospital and the strategic development goal, use management by objectives, key performance indicators(KPI) and the balanced scorecard, the hospital strategic target decomposition and transformation, further build hospitals, departments(the department), post(individual) three levels of index system, implementation strategy of the ground. In order to ensure the integrity of the performance management system, in operation in accordance with the "performance plan, performance counseling a performance evaluation, performance feedback and performance plan-" the order of the cycle, follow the principle of the PDCA. In order to ensure the smooth implementation of the new performance management system, but also from the understanding, system, technology three aspects give advice.In this paper, we study the specific hospital performance management system, which have a certain role in promoting the improvement of its management level and overall hospital performance improvement. This work also has certain reference significance for other public hospital performance management.
