With the establishment and perfection of the socialist market economy system, the introduction and the implementation of relevant medical measures and taxation system, the survival and development of hospital is facing more severe challenges and ruthless reality, as the same time, the urgency and crisis are brought to medical personnel by the competition rules of survival of the fittest。In the face of this new situation, changing ideas, adapting to the market, improving the management level, reducing operating costs, developing and providing high-quality medical service has become consensus among brilliant managers. Therefore, "cost" which was rarely mentioned in the past has become pet phrase, the role of cost-plan; cost-management have become increasingly prominent role.As is known to all, the hospital is a non-profit service organization, however, along with the financial investment in the hospital is less and less in recent years, the operation is put in a tough plight. This suggests, it is particularly important for the hospital to know how to develop with standardization, and create more business benefits to meet the medical needs of patients.The new round of health care reformation demands the main income cannot rely on the drug income; therefore, the hospital should find reasons from their own and control the cost reasonably. From another point of view, how to strengthen cost management has the vital significance to the long-term development of the hospital.The paper introduces the present circumstance of hospital at home and abroad, and presents the essentiality of enhancing cost-management. There is a comprehensive analysis through the cost-management of M hospital, which aimed at serious problems existing in this area, such as the present management and cost-control is non-effective, there are some subjective perspectives in the leadership and staff, cost-management process for extensive practical problems. Based on the cost-management and advanced control method, the simulation method applies to the cost-management of the M hospital, such as the main system, the optimization on the preparation of the budget optimization of cost management and cost-control, process optimization (purchasing, warehouse management, fixed assets and other optimization), on medical service the management and control of cost optimization, and set up the cost management and control of the performance evaluation system. There will be a better and more depth understanding through detailed analysis of cost-control and the hospital will have a profit perspective and public welfare.
