Attending in charge practiced and studied in the field of domestic hospital management has become a hot spot nowadays. Many domestic hospitals have begun the implementation of the system. Also, they have already achieved remarkable results.Based on a comprehensive understanding of attending in charge at home and abroad, this study put forward the background and progress of the system. Afterwards, with case research, interview and data analysis, we study the implementation and characteristics of attending in charge under the leadership of the chief in Wuxi No.2 People’s Hospital in some detail. Then a comparison of the efficiency index before and after the implementation of this system is to demonstrate it has the positive impact on improving efficiency and medical quality.As a point of penetration, performance evaluation is analyzed. We clarify performance evaluation has an important effect on the implementation of attending in charge by analyzing the dynamic assessment system of attending in Wuxi No.2 People’s Hospital.The conclusion of this research could be summarized as two points: Firstly, the model of attending in charge under the leadership of the chief clarifies the rights, responsibilities and benefits between the chief and attending, so that it reinforces administrative functions of the chief and avoids disadvantages of the traditional model of attending in charge, improving efficiency and medical quality. Secondly, performance evaluation has an important effect on the implementation of attending in charge. Dynamic assessment system is good for giving full play to the initiative of doctors and leading the attending in charge and different treatment groups to pay high attention to medical quality and raise the degree of satisfaction by introducing the competition encouragement system.
