Problems Of China’s Government Procurement In Medical Equipment And The Countermeasure Analysis

Government procurement of medical equipment is an important segment in medical system reform, and it is also one of the most important aspects of the government procurement system reform in our country. At present stage, there are many problems on medical equipment procurement in our country, such as low efficiency of procurement process, budgeting, unregulated actions of the suppliers, and the problem of the unitary procurement method. The medical equipment procurement market prefers the imported products.The institutional causes of the problems above are listed as follows. The related laws and the regulations system of the government procurement are not complete; the internal control mechanism is not sound, and the procurement regulatory responsibilities of the authority are unclear. In addition, China’s medical equipment industry product research and development lags significantly behind, while the multinational companies practices monopoly market policy. What said above are the causes of the high prices of the medical equipment which is preferred in the market.In this paper, with reference to the experience of developed countries, whose medical equipment procurement policy are mature, summed up the inspirations on government purchasing of medical equipment for our country.It is proposed in this paper that the methods to solve the existing problems of the medical equipment in our country government procurement, namely perfecting the relevant laws and regulations system, guaranteeing the standardization of the government procurement management practices, and developing of the government procurement market scientifically.
