Study On The Procurement Of Medical Services Of Chinese Government

Government procurement of public services is a major initiative in recent years,especially in nowadays medical treatment is difficult and expensive has been a hot issue,encourage social capital enter medical area and break the monopoly of public hospitals,allow private medical institutions the same policy treatment as public hospitals and format a competitive atmosphere,let the market play a fundamental role in the allocation of resources, all these above are key factors to achieve a reasonable price determined by supply and demand,and to ease the burden of medical care and realize patient triage, reduce the waiting time to see a doctor and make it easier to receive medical services.Western government starts earlier in the procurement of medical services,and has formed a relatively complete system,while us is later,and medical area has its own particularity and administrative command system,combined endeavor is needed to the implement of marketization.In recent years,our government issued some relevant policies and laws in order to laid a legal foundation as to the scale and scope of procurement,which is an important step to break the predicament of lack of legal basis,academic research focused on the following aspects:the concept and method of government procurement,the government’s role in this process and how to realize equal allocation of medical resources,etc.This paper refer to some relevant important articles,make an integrate use of economics,statistics and other relevant knowledge to give an objective analysis of our present situation of medical market in recent years,strive to combine theory with practice and have a deep analysis of the barriers and ways towards improvement as to the realization of marketization.This article focuses on if the present medical system meets the standard of marketization,points out the adverse consequences of non-market competitive status and make an empirical analysis based on Network data to verify the proposed hypothesis is correct which has an important practical significance to analysis the defects of existing medical system and propose corresponding solutions.This paper wrote as follows: The first part is the introduction:it mainly introduced the research background, research significance, research methods, literature review at home and abroad.The second part is the connotation and theoretical basis of government procurement:it firstly gave the definition of public service and government procurement of public service,then introduced several relevant theories,citing government failure theory, comparative superiority and service-oriented government theory to verify that like other public services medical service can also take the advantage of market to improve quality and efficiency.The third part is the current situation of government procurement of medical services at home and abroad:it introduced the exploration of the government in aspects of policies and laws,took Anhui province as an example,some local government has make the procurement on its agenda, analyzed two kinds of purchasing mechanism, one kind is internal markets represented by the United Kingdom,the other is the marketization of management represented by Germany,and analyzed the market-oriented mode of the United States.The fourth part is the empirical analysis on Chinese medical system:through the regression analysis about the present situation of medical supply and demand,concluded that the medical service market did not realize marketization and its the main reason to the existing problem.The fifth part is the plight of government procurement of medical services:this part include three parts,the first part explain the poor strength of private hospital,the second part explain that national policies such as tax policy did not achieve equal treatment of private hospitals and public hospitals,the third part explain the government’s role to act as direct payments make it difficult to balance efficiency.The sixth part is suggestions to improve the procedure of government procurement:it include defining the scope of procurement,learning from foreign experience,introducing a third party,improving the common monitoring system and so on,all these methods are necessary to create a fair competition platform.
