The Study Of Current Situation Of Medicine Markups And Zero-profit Policy Of Public Hospitals In Guangdong

ObjectiveThis research is using Guangdong public hospitals as research objects. It basically analyzesthe changing trend of medicine selling and medical expense in Guangdong public hospitals under the current medicine markups policy. Besides, this research also compares and contrasts the positive and negative effects of medicine markups. By analyzing the current financial situation of Guangdong public hospitals, the current financial situation of each hospitals at county level and a typical case (a drug zero-profit policy pilot area, Shaoguan city), to study the feasibility of carrying out the medicine zero-profit policy in Guangdong public hospitals. Additionally, evaluate the potential risk which might be generated in the process when implementing this policy. Base on all above, find out a rational policy and measures to solve the difficulty and problems of implementing medicine zero-profit.Methods1stLiterature research method. The main data and resource of this research are yearbook of health in Guangdong province, Guangdong statistical yearbook, financial statement of health system, policy and regulation of health system and the internal assembling date from Guangdong health department.2ndFocus group interview. Interview the administers of the local health departments, directors of hospitals, financial stuff, administers of pharmacy, clinic doctors and nurse by holding a forum.3rdFeasibility analysis method. Feasibility analysis method is the main method being used in this research.4thStatistical analysis method. Microsoft Office Excel2007was mainly applied for statistical treatment. Also, use descriptive analysis to deal with financial data.ResultsThe result is derived by organizing the resource and data from public health statistical yearbook, hospital financial statements and government policy. And also by field researching in Shaoguan city which is a medicine zero-profit policy pilot areas. Conclude the current situation of medicine markups in Guangdong province, find out the feasibility of implementing medicine zero-profit policy in Guangdong public hospitals and hospitals at county level, discuss the risk and difficulty when implementing medicine zero-profit policy and come up with some relevant solution.ConclusionMedicine markups policy brought benefits to hospitals but it also causes some problem such as raise the price of medicine to cover hospital’s cost.Medicine zero-profit policy is beneficial to lower the price of medicine and enhance hospital’s power to control the price of medicine. So as to adjust the hospital’s income structure and repair the distorted price system. Allocate the medical resource more rational and make the health service more valuable.Removing15%medicine markups has limited effect on lowing patient’s medical expense, encouraging doctor’s moral behavior of prescribing, and solving falsely high price of medicine problem.The feasibility of completely removing15%medicine markups in Guangdong public hospital is low because it is not easy to compensateby government. On the other hand, the feasibility of implementing medicine zero-profit policy in hospitals at county is high but the key is government should ensure a rational compensation.
