Research On Building Of System Of Evaluation Index Of Health Supervision Effectiveness And Positive Study

Background:Health surveillance system is one of the China’s four major health system, it is an important form of the state managing health affairs, and it is also an important part of the socialist legal system, it plays an important role on the protection of people’s health and maintaining social stable development. There are still many problems in the existing health surveillance system, for example, confusing of law enforcement body, shortage of the health surveillance staff, lacking of law enforcement funding, poor infrastructure, etc., which are restricting the healthy development of the health supervision career. In current, health supervision agencies have not build a comprehensive evaluation index system of health supervision effectiveness, health supervision effectiveness can fully reflect the ability, efficiency, effect, etc of a health supervision agencies, so explore a workable evaluation system is very necessary.Objectives:Through the building of evaluation index system of health supervision effectiveness, hoping to present indicators that truely reflect the effect of health supervision, building a more objective system of used evaluation of health supervision effectiveness, providing some reference for efficient health supervision and law enforcement work, to guide the new situation how to better carry out supervision and evaluation of health; Through the research on current situation of Gansu Province surveyed health supervision institutions(in 2012), using the evaluation index system to evaluate the health supervision effectiveness of health supervision agencies in Gansu Province, hoping to provide a theoretical basis for construction of the health supervision system in Gansu province, and providing suggestions for the health supervision efficiency construction.Methods:This article research on building the evaluation index system of health supervision effectiveness and positive study, The method to use is:(1)Literature search:Through the Pubmed, PQDD, Springerlink and other foreign language database, VIP, WanFang, CNKI and other Chinese database, Baidu, Google and other search engines to search the relevant literature. (2) Electronic questionnaire:Based on the survey of the national food safety and hygiene supervision bureau in Gansu Province, selectting the relevant questionnaire based on the contents of this article, then sorting the data, include:the socio-economic situation in the area, the staff resources, financial situation and the building housing area, using descriptive analysis. (3) Expert consultation method and the Analytic Hierarchy Process (AHP):to determine the primaries index and the heavy weight of each indicator. (4) Fuzzy Comprehensive Evaluation method:mainly for positive research of effectiveness evaluation system.Results:(1) The result of building of system of evaluation index of health supervision effectiveness, according to the expert advice and the Analytic Hierarchy Process (AHP), is for the primary index weight sorting result:Health supervision personnel competence(0.4047)> Organizational resources(0.2792)>Management relative person (0.1498)> Social support(0.0988)> External environment(0.0676). (2) The basic situation of health supervision agencies:There are 18 health inspection agencies which in accordance with the Civil Service Management, the time of the units setting up focus around 2003; A total of 582 health supervisors were investigated, which staffing for the highest is the Sunan YuGuzu County health bureau health authority(2.186people/per ten thousand people) and Liangdang County health bureau health authority(1.739 people/per ten thousand people), which staffing for the lowest is the Dingxi City health bureau health authority(0.111 people/per ten thousand people)and Pingliang City health bureau health authority(0.174 people/per ten thousand people). The proportion of bachelor degree is higher than the national level(2007 national survey data), The proportion of specialist qualifications in county health supervisory authority is higner than the national level. The proportion of medicine and medical related professional is 44.85%, the proportion of legal professional is only 9.79%, non-medical and other classes accounted for 45.19%. The number of 40-49 year-old age group is the most, accounting for 40.72%, followed by is 30-39 age group, accounted for 30.07%. The 20 surveyed health inspection agencies, the area of per capita office space is 29.50m2, the construction area of provincial health oversight agency is 4305m2. (3) The results of fuzzy comprehensive evaluation method is:the score of the effectiveness evaluation is 60.6762, in the "good" level, but it is closer to the lower limit of "good", and close to the upper limit of "general".Discussions:According to the 20 surveyed health inspection agencies, the existing health surveillance system, although there has been some significant progress, but there are obvious shortcomings. Shortcomings:shortage of health supervisors, the task is not balanced; Education needs to be improved; The proportion of professional structure is uncoordinated; Shortage of law enforcement funding; Inadequate of office space, etc. Progress:Health supervisors assistant has been increased; Between the longitudinal agencies implement vertical management; Health supervisor, team presented the young state. The building of system of used evaluation of health supervision effectiveness is a combination of qualitative methods and quantitative methods, the result can be considered to be reliable and has the function of description, evaluation and reference. According to the results of the index weight, the health authority staff competency and organizational resources have the highest weights.
