Salmonella Monitoring System For The Establishment And Application Of The Evaluation Index System

Objective To improve the surveillance system quality and efficiency though a comprehensive evaluation to Salmonella surveillance data and the results of self-evaluation questionnaire and field evaluation to project provinces. While give some references on surveillance system in further researches.Methods Though describing self-evaluation questionnaires data from 6 project provinces, confirming the weight of evaluation index based on the Principal Components Analytic Method in the Objective Weighting Method, using of TOPSIS method in a Comprehensive Evaluation Methods and combining with the field evaluation and Salmonella surveillance data, a comprehensive evaluation of the quality of the surveillance system was carried out.Results The laboratory-based Salmonella diarrhea disease surveillance system have been built and operated in project provinces. This comprehensive evaluation improved communication and collaboration between in public health area laboratory technicians and Epidemiology professionals and between clinical laboratory and public health laboratory, strengthened collaboration levels and communication skills between the hospital and CDCs at all levels, enriched Salmonalle surveillance data in project provinces which provided technical support for building base line, promoting outbreak detection and warning.Some evaluated indexes' results in different provinces have statistical difference, others don't have statistical difference. Therefore, it is not accurate that only using of a single index compared and judged the operating effect of surveillance system among different project provinces, Using of TOPSIS method in Objective Weighting Method to evaluate surveillance system, Shanghai's grade is highest, according to the grade of results, followed by Guangxi, Henan, Sichuan, Chongqing and Fujian. TOPSIS method in Objective Weighting Method resolved defect caused by using of a single high-priority index while neglecting other indexes to evaluate system, so that the explanation to quality and effectiveness of project provincial surveillance works is more comprehensive.Conclusion Surveillance system involves a variety of factors and includes a number of indexes. Depending on a single index to evaluate surveillance system not only is lack of representation and equity, but also is difficult to explain with the advantage and disadvantage of surveillance system as a whole.This study probe into TOPSIS method application in the comprehensive evaluation method to evaluate surveillance system.
