Study On Evaluation Index System For Chinese Health Informatization

Objectives:To analyze the general situation of domestic and foreign healthinformatization research,On the basis of this,the research intends to establish evaluationindex system of health informatization that’s suitable for China’s national conditions, whichis used to test present situation of China health informatization.Content: This research mainly consists of two parts, the first part studies thesituation of health informatization at home and abroad, In the second part, evaluation indexsystem is estabilished based on the result of part one. The indicators are selected andadjusted based on the result of expert consulting. And their weight is determined by usingthe method of multiple-input weighted precedence chart. The evaluation index system isused to evaluate health informatization level of guangzhou city in the third part, and analysethe reliability and validity of index system.Method: Literature review and present investigation were carried out to collecetcontent of health informatization, method of multiple-input weighted precedence chart isused to identify weight of index system.Results:(1) Regarding outcome as guidance, take structure and process into account.Follow typicality and operability, dynamic and complementary, qualitative and quantitativeprinciple, And a large number of relevant research is referred to at home and abroad.Thereevaluation index systems are designed, health administrative institutions, public healthagencies and medical institutions included. There are3level one indicators in structureindex which includes the human resources of informatization, capital of informatization,material of informationization. Process indicators include There are2level one indicatorswhich includes application of technology and application of system.outcome indicatorincludes efficiency of informatization.(2) Evaluation index system of health informatization about health administrativeinstitutions includes6level one indicators,12level two indicators,26level thereindicators. Evaluation index system of health informatization about public health agenciesincludes6level one indicators,13level two indicators,28level there indicators.Evaluation index system of health informatization about medical institutions includes6 level one indicators,14level two indicators,29level there indicators.(3) On the basis of expert evaluation,the method of multiple-input weightedprecedence chart is used to determine the weight of the index.The weight of six level oneindicators are20.48、19.68、13.97、15.24、13.33、17.30,the weight of12level two indicators ofhealth administrative institutions are53.33、46.67、100.00、25.00、38.18、22.36、14.46、100.00，among which the weight of level two indicator about application of system and regionalefficiency of informatization are48.65、51.35、28.57、71.43in health administrativeinstitutions，the weight of level two indicator about application of system are9.01、39.64、51.35both in health administrative institutions and medical institutions,the weight of leveltwo indicator about regional efficiency of informatization are48.03、51.97in public healthagencies while the weight are36.24、41.97、21.79in medical institutions.(4) The evaluation index system is used to evaluate health informatization level ofguangzhou city and get the following calculated result: The level of health Informatizationin panyu district, tianhe district, yuexiu district of the health administrative agencies inGuangzhou city is above other district.In general, Informatization level of provincial publichealth institutions and hospitals information is higher than municipal public healthinstitutions and medical institutions, and district-level public health institutions and medicalinstitutions informatization work need to be strengthen. Reliability and validity of theindicator system were analyzed with data comes from empirical surveys,the reliability andvalidity are good.Recommendation: Delphi experts consultation method should be used to screen andadjust indicator in order to build reasonable evaluation index system of healthinformatization, sample volume should be increased for improving the scientific research ofindex system.
