In projects, absolute security is impossible. What exists is the acceptable accidentrisk. To ensure the occupational health and safety of projects, we need to evaluateproject security and make the corresponding control measures. Aerospace projects areextremely important in Chinese further development. Due to the particularity, aerospaceprojects need to create and implement occupational health and safety managementsystem.This paper researches how to evaluate and control the occupational health andsafety of projects in Beijing Aerospace Institute for Metrology and MeasurementTechnology (hereinafter referred to as Institute102), aiming to establish the safetyevaluation methodology framework for the projects, analyze project hazards, accidentsand project safety state, and then put forward control measures for the project safety.This paper analyzes the present project occupational health and safety problems ofInstitute102, studies the development process of the security management in Institute102, and points out the necessity of the evaluation and control of project occupationalhealth and safety in Institute102.Based on the analysis of project occupational health and safety managementconditions, the project safety of Institute102is evaluated. Through the LEC method,hazards in Institute102are rated, finding that working at heights and leak electricity arekey hazards, which causes falling accidents and electric shocks these two main projectaccidents. Via Fault Tree Analysis, the two key accidents are analyzed. Thus, thesuggestions fully checking the equipment safety performance and increasing the safetyawareness of workers in the metrology projects are put forward. In addition, a longmarch rocket metrology project is analyzed through the fuzzy comprehensive evaluationas an example. Through the comprehensive evaluation on the project safety state, thesafety state of the project is worked out.According to the specific conditions of Institute102, control measures are given tothe project occupational health and safety: improve project safety management mode,rectify and reform projects according to the project safety evaluation, constructoccupational health and safety culture, built information management platform for safety management, and provide human resources support for the project occupationalhealth and safety. The evaluation and control of projects occupational health and safetyin Institute102can realize people’s health and safety in Institute102, and at the sametime it can provide references for other aerospace units’ occupational health and safetymanagement.
