Today, the continuing rise in health care costs has become an important issue of concern for the people of the world. Medical expenses have been raised constantly recently. In fact, than the National Income, they have increased at a faster rate. The heavy price of the medical expenses has become a real heavy burden on the vast majority of the citizens. In reality, medical expenses include the cost of both medicine and diagnostic fee. What are the causes of the high medical expenses? Lack of reasonable and effective supervision on the medical expenses is the key reason. Actually, it is just one of the reasons why ordinary people should pay the high cost on medicines. However, current research on the cost of medical expenses, especially for the control of the cost of medicines in our public hospitals is lack. In view of what mentioned above, the dissertation tries to analyze the effective control of medicine expenses in the context of medical reform. Through the compare with the medical reforms and result between the domestic and foreign companies, with the Hospital W which is a public hospital as a key study, and combined with the related theory, to find the effectiveness recommendations of the program to increase the cost of medicine.
