Over the past twenty years, there aremultitudinousInternational Non-Government Organizations(INGOs) carried out cooperation projects with the domestic organizations in our countryin theAIDSfield, and brought forth a batch of Community-based Organizations (CBOs). But with theINGOs withdrew from China gradually in recentyears, numerous CBOs perished as the projectsfinished,andmake the continuous work of AIDS prevention and control be in a jam.The Gates foundation brought the "China and the Gates Foundation Cooperation Projects inAIDS"(the AAAC Project)into China under the background above, by encouragingCBOs’participation, initiating the cooperation of government and non-government sectors, openedup a new prospect of interposing and managing special target groups in AIDS which governmentdepartments and medical institutions can not reach; and completed the project indicators well.Thereason of success of the AAAC project are the project management system adapted to China’snational conditions and policy environment,make tripartite project execution bodiesof"CBOs-Government Departments-Medical Institutions" practiced polycentric governance under thestructural complementary relationship with the project management organization structure ofadjusting measures to local conditions;double channels of funds management institution;performancemanagement system of funds link up with indexes, and achieved the coordinationof human, fundsandtechnology resources in given conditions and policy environment.After the AAAC projects finished, polycentric governance got sustainable developmentas"Government Purchasing Public Service”, promoted the progress of AIDS prevention andcontrol. This is based on the incentive to growth of project execution bodies, especially theincentive to CBOs to achieve the leap development to show their status and role which can notbe ignored, and form the beneficial supplement to government departments and medicalinstitutions. Therefore, the AAAC project support for CBOs’ cultivationsubstantially,CBOs’growthis both the result of successful project implementation, also the needs of theproject’s conduct;it is a necessary condition for sustainable development of multilateralcooperation mechanism, but also the key of sustainable development of AIDS prevention andcontrol.
