Optimal allocation of healthcare resources is a critical part of health administration.With Health Economics going deep,allocation and utilization of healthcare resources is heading scientific,reasonable and efficient direction,and the result is remarkable.However, the economy in China is in a period of rapid development,people’s material and cultural level continues to increase, and citizens’ health awareness is raising and demand for health services has gradually diversified and systematized,but our current health services can not meet people’s all the health needs.There are2reasons:one is the shortage and waste of healthcare resources,the other is the irrational allocation and inefficient integrated utilization.It is the simultaneous exist of these two aspects that lead to the defects of healthcare service fairness and efficiency,which also affects the realization of moral objectives of healthcare career.As a result,how to optimize the allocation of healthcare resources scientifically is an important project of studying healthcare system reform and development,which also ensures the healthcare career advancing sustainably,rapidly and environmentally to meet masses’growing demand for health services.This paper has a positive and effective role in a series of issues during the process of the deepening reform for healthcare system as how to optimize the allocation of medical resources, how to use health resources rationally, how to put an end to undesirable waste and how to improve humanized medical services. It also explores the strategies and solutions of the issues emerged in practice to provide the basis for establishing the optimized allocation mode of healthcare resources, mode-transformation adaptation, and the improvement of healthcare services that all are in line with our national situations.First, this study states the backgrounds,objectives and meaning.After3round consultants’assessments, classification and summary which according to the Delphi assessment mothed,the allocation of health assessing index are made up of4first-level indexes,10second-level indexes and63third-level indexes.According to the configuration standards or regional health planning in Beijing, Shanghai, Tianjin, Liaoning and31other provinces, municipalities and autonomous regions,it sorts out the health resources configuration or regional health planning database from respective provinces,municipalities and autonomous regions and get4representative indicators from the completed indicator system which are,----the number of health workers per thousand population, the number of health institutions per thousand people, the number of medical institutions beds per thousand people, the financial subsidies revenues per thousand people----to evaluate each indicator using normal inspection methods and analyze current health resources allocation of our31provinces, municipalities and autonomous regions. In the end, RSR are used to evaluate these4indicators synthetically. The results are classified as4levels:first level(few):Anhui, guizhou and other5areas; second level(slightly few):henan, yunnan and other10areas;third leve1(moderate):shandong, xizang and other11areas; fourth level(many):beijing, shanghai and outer5areas.On the basis of this result,intuitively,we can know the status of health resources in the provinces,drawing the conclusion that the differences of health resources distribution between provinces is significant and so is that in cities. By the results to analyze the reason of the big differences between provinces in healthcare resources distribution, we can obtain some advices and suggestions for the rational inter-province healthcare resources distributions.
