Objective:A large of domestic and foreign research data show that, the construction of publichealth system has become a worldwide important event, it is one of the most importantsystem in the human society, as an important part of public health system, healthsupervision institutions plays a very important role in society, but how to resourceallocation the situation of the most important human in the health supervisionsystem, whether they can adapt to the social development, whether the reform anddevelopment fit to health supervision institutions, This is the very concernedand committed to solving problems in governments around the world.The paper was to understand the mechanism of domestic and foreignhealth supervision and the present situation of human resources allocation. To reviewsthe development of public health system at home and abroad, to compare Americaand China health supervision institutions the status and human resource allocation andthen investigated the situation of human resources for health inspection Xi’an. To comparethe differences between China and the United States health supervision system settings and the allocation of human resources, and put forward reasonable suggestions, The healthsupervision system reform in the next step for the government, setting up reasonablehealth supervision system, increase the investment on construction of health supervisionsystem, provide a scientific basis for health supervision personnel training plan.Subjects and methods:Around research purpose of the topic, literature search was in Medline PubMed CQVIP and other database website, access to documents, obtain the relevantinformation data, extensive collection of documents, the relevant domestic and foreignjournals, statistical statements, search time from2003to the present, collecting relatedliterature more than200articles, involves the construction of health supervision system,the allocation of human resources current literature, focus on health supervision work,Analysis of basic situation and development trend of domestic and foreign healthsupervision work. The “survey of health supervision institutions to Xi’an summarytable" to investigate the14human resources present situation of health supervisioninstitutions in Xi’an. The main research contents from health supervisor age, education, qualifications,professional title, health supervision agency status, health supervisors working task andothers, through investigation and research, the data input of Excel, and statistical analysiswas performed using SPSS.Result.1. Foreign health supervision system has a long time, the construction is much better,health supervision institutions mainly has three styles, America is most complete in theconstruction of health supervision system, but American health supervision staffshortage, aging problem, human resources is not optimistic. supervision function ofChina set up later, have lots functions, have progressed lots after SARS, but it is only therapid development of hardware facilities, the human resources allocation can’t meet theneeds of development and construction organization obviously, staff shortage, low qualityseriously affects the development of health supervision personnel2. Compared with the Other countries and China, Xi’an health inspector shortage, lower than the national average level, especially the supervision work of the district agencies isbig, and overload, average one health supervisors to supervise50business units. If the permillion population with1health supervisors, Xi’an floating population,1.001millionpeople, at least to be equipped with1.001thousand health supervisors at Xi’an, the onlyfull-time health supervisor485, still need516health supervisors.3. Health inspector average age structure is better than the USA in Xi’an,but slightlyworse than domestic survey, below30years old (6.39%) was small, and56years of agewas4.95%. The proportion of aging serious the municipal and district health supervisionagency especially. Especially at the county level in the future,should more strengthen the cultivation of talents. The professional structure still need toadjust health supervisor, the supervisor must not only master the medical knowledge, butalso need to master sociology, law, psychology and other expertise. The public healthprofessionals is slightly low than the nationa in Xi ’an, lack of legal personnel, suchtalents should be strengthened in human resource configuration the future.Districtlevel agency staff workers identity proportion is too large, the impact of publicadministration personnel.Xi’an health surveillance human resource allocation from age, education, job structure,spindle-shaped structure in the future allocation of human resources, it is necessary thatthe shape of a pyramid-shaped cut, to make the young enrich the pyramid base part, keepthe supervision team vitality and combat effectiveness. Deploy of human resources forhealth reasonable, comprehensive law enforcement can solve the problem of staffing,quantity, also can make each work link more compact, leading to more effective use ofexisting human resources.Remove non-academic, non-professional titles, such energetic team to maintain combateffectiveness.
