Research On The Grid Configuration Of Public Health Resources In Tibet Autonomous Region

Provision of public medical service belongs to the category of governmental public service. Effective configuration of public health resources is significant to enhance the level of citizens’ health, improve the medical service environment, and promote social harmony and stability. As one of the southwest ethnic minority autonomous regions in our country, due to the historical and realistic reasons, the level of economic development of Tibet Autonomous Region is relatively lagging. The medical service consciousness of local farmers and herdsmen and the level of medical service is still a gap. The spirit of precious Central Tibet work conferences attaches great importance to public service level of ascension and the improvement in people’s life of Tibet Autonomous Region. Thus, combine with practical situations, the research of the rational and effective configuration of public health resources is conducive to further promote the effective utilization of medical service resources, to promote the economic and social development and national unity in national autonomous areas.The Chinese government has always attached great importance to the medical services problem of Tibet Autonomous Region. In the initial of liberation, health care teams send by the army and the National Health Department assisted the local government to build up a batch of clinics and medical centers, and actively carried out the local Tibetan medical and health personnel training. After the reform and opening up, through “the sessions of the national health assistance to Tibet” and “Tibet work forum”, the central made the “aid Tibet” a perpetuate policy. Through long efforts, the Tibet autonomous region people’s level of medical and health conditions are improved greatly. However, due to the natural, social, economic, and many other factors and constraints, medical and health industry in Tibet is still far lags behind other regions.Rational and optimal configuration of public health resources is a key link in the field of public health service, is necessary for the better development of the Tibetan medical and health cause, is one of the important ways to promote residents equal basic public services. The medical resources supply financial support from Tibet Autonomous Region is very big, the attention of health human resources from health administrative department is also very high. But the contradiction of “high supply and low utilization” still exists. The practical problems of lacking of effective supply of public healthresources, unbalanced allocation of resources, low efficiency of the resource allocation need to be solved.The author once engaged in years of grass-roots work in Tibet, and has deep understanding of the public health service supply and demand situation in basic level under county. In the process of research, The author also spent a lot of time visiting public hospitals such as the Tibet Autonomous Region Health Department, the Tibet Autonomous Region people’s hospital, people’s hospital of Lhasa, Tibet traditional Tibetan hospital, Duilongdeqing county hospitals, and Fukang Hospital which is the biggest private hospital in Tibet, all of this deepen the understanding of the Tibet Autonomous Region medical service situation from practical view. Based on the theoretical analysis, literature review and investigation, this paper puts forward the viewpoint of grid configuration of public health resources in Tibet Autonomous Region and then does some discussion. The thesis is organized as follows.First chapter is the introduction, mainly is to analyze the basic situation of the Tibet Autonomous Region, summary the problems exist in Tibet public health configuration such as insufficient effective supply, low efficiency of the unbalanced configuration, and analyzes the research status at home and abroad. Proposes the research objectives, contents, methods and research value.The second chapter is theoretical basis. Define the Tibet public health resources and analyze briefly its characters. According to the needs of the article research, the paper expounds the theories of administrative allocation, demand and supply and systematic configuration. And expound netting theory from the structure of grid configuration, grid management concept and the application of grid management.The third is the specific design of public health resources grid configuration in Tibet. Analyze of the basic principles of the grid configuration, identify grid management thought, combine grid and public health resources sharing, and divide the resource point, network nodes and the network level of grid resource allocation system of public health resources. Realize the network polymerization of medical resources by using modern grid technology. Design a set of new medical service grid resource allocation model and “cell”, “net” and “cloud” of health service resources, and put forward to the application of “big data” in future health service. Set up the grid information platform of public health service resource allocation, and build the operating mechanism of grid configuration of public health resources in Tibet Autonomous Region.The fourth, fifth and sixth chapters do some arguments from the three aspects of scientificity, effectiveness and feasibility of grid configuration of public health resources in Tibet Autonomous Region. Demonstrate the scientificity of grid configuration of public health resources from the perspective of logical and systematic. Compare public health resources allocation with grid configuration from the three angles of configuration method, form and effect, which demonstrates the effectiveness. Demonstrate the feasibility from the three levels of resource matching, system and service matching.The seventh chapter is the conclusion and research prospect.
