At present, China’s economy is in a transition from planned economy to market economy. There must be conflicts in transition period. So it has become a period that various social contradictions are highlighted. With the continuous economic and social development, the market trend and the atmosphere of competition in the industry have become more and more apparent. Some medical institutions pursue economic interests unilaterally and desalinate the sense of social responsibility. That the medical costs rise quickly and the problem "medical treatment is expensive" is becoming increasingly prominent results in the contradiction between the health care demand of the masses and the real purchasing power. Under such circumstances, it is an imperative idea to emphasize the social responsibility of hospitals to change their pathological behavior of pursuing the economic interests unilaterally."Hospital Management Assessment Guide (Trial)" issued by the Ministry of Health in 2008 put social benefits as the primary aspect of measure of hospital performance. The voice called by social cycles for hospitals to carry out social responsibility is becoming higher and higher. However, the awareness of hospital social responsibility of our hospital administrators and scholars is still in vague and general stage, and they are not quite clear which activities and behavior belong to social responsibility category. Not to mention whether these social responsibility activities and behavior differentiate in levels? These issues not only become the difficulty of quantitative evaluation of social responsibility of our hospitals, but also cause hospitals’ awareness barriers on carrying out their own social responsibility.This paper attempts to solve the issues above, and make a systemic and comprehensive study on the behavior expression of hospitals’ social responsibility. First, we use the literature analysis and content analysis to make theory and practice exploration of the behavior expression of social responsibility separately, building the content system of behavior expression of hospitals’ social responsibility initially. On this basis, using large sample investigation and expert consultation method (Delphi method) to consulate and modify its breadth and depth separately, then defining the specific content of behavior expression of social responsibility of hospitals in China. Finally, the hierarchical model will be used to classify the behavior expression of social responsibility as primary, intermediate, advanced three levels, establishing the system of behavior expression of hospitals’ social responsibility.This study finds that hospital social responsibility includs 13 behaviors.The primary hospital social responsibility is identified that the hospital is forced to carry out activities that can generate both passive economic benefits and social benefits or directly social benefits, including good medical services provided to patients, bad debts, taking emergency rescue missions, completing government-directed missions, protecting the environment and paying taxes. Intermediate hospital social responsibility is identified that the hospital is initiative to undertaken activities that can generate both passive economic benefits and social benefits, including medical service with external positive effects, price discount, low-margin medical service and suppling drugs with low prices and so on. Senior hospital social responsibility is the activities that is carried out by hospitals initiatively producing directly social benefits, including charity care, education and scientific research, health promotion services, social welfare activities.The research results will provide another perspective of the performance evaluation of the hospital,morever it is important for government and administrative departments of health policies to provide theoretical and operational reference.
