The vessel monitoring system is an information service system based on the global positioning system, satellite communication system, geographic information system and computer network technology to the fishing for real-time monitoring and management, has now been widely used around the world in monitoring and management of marine fishing. Beidou satellite navigation and positioning system that developed by China began to put into use in 2000, It consists of Beidou satellite navigation system, compass service center operations, shore monitoring center and ship borne terminal four part composition, at present about 4, 000 fishing boats has finished the Beidou client installation in China’s offshore. Beidou satellite vessel monitoring system can real-time provide fishing location, speed, heading, operation time and the corresponding attribute information such as attribution, vessel name, license, nets and types, and the power. It is important to monitoring the action of fishing, grasp the dynamics of fishery resources, to protect fishermen fishing safety and standard, to protect the fishery production safety, ease of fishery resources recession and maritime rights and interests disputes.This study according to the 2014 China’s Beidou satellite vessel monitoring data, fishing boats attribute data, the inshore fisheries data, 2009 to 2013 typhoon data and fishery production data by mathematical statistics and BP neural network model, with ArcGIS visualization software and R language and MATLAB modeling tool to complete the Beidou total fishing boats, fishing type, regional distribution analysis. Select Zhejiang Province trawl, gillnet and stow net to study the difference of fishing boats speed, heading and track features. At the same time, the main fishing position, the interannual variation of the fishing intensity and the influence of the typhoon on the state of the fishing vessels in Zhejiang province were analyzed.All in all,this study in order to use Beidou VMS data from the summary of fishing boats, fishing types, task characteristics, fishery, fishing intensity, safe operation a total of six angles to analysis and mining the fishing production data in China, in exploring the Beidou position data value and fishery resources tube and fisheries production safety to provide certain reference.The results of this study include the following aspects:1) According to the rules of the naming of Chinese fishing vessels and the VMS data, the number of Beidou boats is 35500, including eight types of homework, fishing boats mainly from 13 provinces, Zhejiang Province up to 9710, including trawl, gillnet, network, purse seine, pot, miscellaneous fishing gear and fishing tackle, a total of seven kinds, mainly fishing for trawl, followed by gill net.2) Correlation analysis that between fishing boats operating characteristics of trawl, flow gillnet and stow net fishing vessel of Zhejiang Province, speed and heading in the continuous changing process are synchronous, but no significant correlation. When the captain is 27 meters, power of 200 kW and trawlers operating speed for 2 ~ 6 knots, sailing speed for 8 to 10 knots; flow gillnet fishing boats operating speed for 1 ~ 2 knots, sailing speed for 8 to 10 knots; stow net fishing speed 0 ~ 8 knots, sailing speed of 9 knots.3) Using ArcGIS to finish visualization of fishing operation trajectory. The results showed that the latitude and longitude changes and spatial trajectory are significant difference in trawls, flow gill nets and fishing nets. Correlation analysis showed that the correlation coefficient of longitude and latitude for glow gill net and stow net were respectively 0.54 and 0.6, trawling for-0.086. Gill net, stow net fishing variations in latitude and longitude is synchronous, used to judge the voyage job, working status, and other characteristics; the longitude and latitude of the trawler only one change is more significant. There may be some synchronization between the speed and the course of the three operation modes, but there is no obvious correlation.4) Select speed, heading as input factors to construct BP neural network model, to identify fishing mode of trawls, flow gill nets and stow net, the overall recognition accuracy greater than 90%. The classification effect of speed is better than the azimuth, trawler classification results superior to stow net fishing vessel, classification effect of flow gill net fishing boat is the worst, correct rate of about 73%.5) The Zhejiang Province trawlers operating position and China offshore fishing grounds are matched with the help of ArcGIS, the main offshore fishing grounds of Zhejiang Province trawlers is Yushan fishing ground, temperature and Taiwan fishing ground, Mindong Fishing Ground, followed by the mouth of the Yangtze River fisheries. The main sea fishing boat fishery is zhouwai, jiangwai and shawai fishery. The temporal and spatial distribution of the main features from the north to the south, wide in the middle, two narrow banded distribution. That in the East China Sea as the center, with high fishing intensity and more homework time, north to Shidao Fisheries and Shidong fishing, fishing intensity and work time are small, South to Dongsha fishing grounds, Taiwan Southern fisheries, only in March and April homework.6) To match typhoon data and VMS data and fishing data, found that the danger caused by typhoon most occured in the vicinity of the port, and the casualties and property losses caused by the typhoon is far greater than the other danger. In order to better cope with the typhoon threat, to protect life and property safety of fishery production should raise fishermen’s production skills, strengthen fishing regulation, to exploit fishing vessels typhoon warning system and improve dangerous rescue system.
