| Accurate, comprehensive and standardized fishing production data is an important basis for fisheries management, and the foundation for fishery resources protection and use, especially in the growing failure of fisheries resources. Fishing production sampling is a way to assess the overall fishing production conditions with little fishing boats sample, such as different types of catches in different fishing seasons. compared with fisheries census, theory and practice show that fishing production sampling can not only improve the investigation accuracy, comprehensiveness and criterion, also reduce human factors interference and improve the efficiency of the investigation, and save investigation cost.With China’s fishery economic entities and economic activity increasingly diverse and complex, the traditional bottom-up, several levels of comprehensive statistical methods that inadequate fisheries census increasingly apparent. For example, the accuracy, comprehensive and normative of fishery production statistics is difficult to meet reality needs. Although the fishery sampling survey can effectively solve this problem, there are still some issues need to be resolved, for example, how to scientifically determine the fishing boats sample size, rationally allocate of sample fishing boats, reduce sampling error and timely rotation of sample fishing boats to ensure the accuracy of investigation? And how to scientifically define the survey content to ensure the investigation comprehensiveness? How to implement sample fishing boats survey to ensure investigation criterion? To solve these issues, the paper dedicated to the explore and research sampling methods and supporting measures in line with the characteristics of Chinese fishery to establish sample survey as the dominant position in the fishery production statistics.To achieve these goals, based on the in the systematic collection, collation and analysis of relevant academic monographs, papers, research reports and other publications, the paper elaborates concepts that fishing production sampling survey related, and explore the scientific determine of fishing boats sample size, rational allocation of sample fishing boats, reduction of sampling error and timely rotation of sample fishing boats and other relative issues in fishing production sampling survey. Besides, the paper explores the survey ways, accuracy and sample size of catch per unit effort(CPUE), and also the fishing effort survey ways, as well as fishing data management issues. And on the base of the theoretical results, the paper designs Hai Zhou Bay fishing production investigation as a case, formulates its fishing boats sample program, survey content and implementation steps. Taking the status, disadvantages and shortcomings of Chinese fishing production statistics system into account, as well as the basement of sampling promotion in fishing production statistics, To promote these method gradually apply to fishery production statistics, this paper also proposes the control of fishing production data, hire and train fishing production investigators,and other supportive measures. |
