In recent years, with the resources development and utilization intensity increased, the human disturbed surface area increased and soil and water loss getting worse day by day. Therefore, strengthening the research on soil and water conservation regionalization is very important to macro-guidance of the work of soil and water conservation.On the basis of fully grasping natural conditions、soil and water erosion and social economy, this paper established the index system of soil and water regionalization in Benxi. This paper used Principal Components Analysis and Hierarchical Clustering Method to divide the region at the county level. According to the result, Benxi is divided into 3 water and soil conservation areas on the basis of its ecological environmental conditions. They are:the water conservation and disaster reduction area of eastern mountain and hills in Benxi; the water and ecology maintenance area of middle low mountains and hills in Benxi; ecological maintenance area of western hills in Benxi. In addition, work orientation on soil and water conservation regionalization is put forward by investigating regional character. The results are as follows:(1) The indexes of soil and water conservation regionalization in Benxi. This paper cleared 21 indexes of soil and water conservation regionalization by investigating and analyzing the situation of natural survey, social economy and soil and water erosion. The indexes are mean altitude, relative height difference, perennial mean temperature,≥10℃ annual accumulated temperature, the average rainfall of many years, the annual ratio of rainfall in the flood season, and so on. They can reflect the characteristics of Benxi completely.(2) Soil and water conservation regionalization in Benxi. In this paper, Huanren Manchu Autonomous County belongs to the water conservation and disaster reduction area of eastern mountain and hills in Benxi; Benxi Manchu Autonomous County belongs to the water and ecology maintenance area of middle low mountains and hills in Benxi; the areas including Mingshan, Pingshan, Xihu and Nanfen belong to the ecological maintenance area of western hills in Benxi.(3) Work orientation of soil and water conservation regionalization. This research showed that the working emphases of the east mountainous in Benxi are increasing regulating ability of runoff, water conservation and preventing mountainous disasters by protecting the resources of surface soil, the emphases of controlling soil and water loss in the middle low mountains and hills in Benxi are blockading administration, engineering preparation, terrace and the control of human damage and that in the west hills in Benxi are protecting the resources of soil and water, ecological repair of bare land and urban beautification.The innovation of this paper:The research characteristics include the first time of establishing the index system of soil and water regionalization in Benxi, the completion of the link between provincial and city level regionalization, selecting the work orientation on soil and water conservation indifferent regions with the character of Benxi. It filled the gaps in the field of soil and water conservation regionalization.
